SUMMARY:Town Clean Up Saturday\, June 29
DESCRIPTION:2019 Spring Clean Up \nSaturday\, June 29 \n9 a.m. – 2 p.m. at the Bluebird Lodge parking lot. \nFor all within the Town Meeting boundaries  \nDIVERSION is the focus again this year.  Boulder County supports our diversion/recycling efforts\, but they are no longer providing any money for trash disposal.  We will be getting one dumpster for trash and\, since we will have to pay for it ($795)\, we will need to charge (rate sheet at the end).  \nThree Dumpsters will arrive between 8:30 and 9:00 a.m. – 1 for junk/trash (we will need to collect a fee for trash and donations for the diversion stuff)\, one for metal\, one for wood – slash and general wood/lumber as in the past.  Please don’t come with stuff earlier than 9:00.  \n***And\, yes\, please\, we need volunteers to help!*** \nTo volunteer\, please contact me\, Gretchen Diefenderfer\, at gretchend@nullmac.com  (303-442-3847). \nDIVERSION (see http://www.ecocycle.org/charm).  \nMixed rigid plastics (playground stuff\, coolers\, etc.) and Styrofoam  \nTires – no rims. \nElectronics\, small appliances \nAppliances – refrigerators! \nMattresses \nHousehold hazardous waste (HHW) \n            Oil\, Antifreeze \n           Car batteries \n            Latex paint \n  \n        METAL Container– No liquids – No fridges – No tires on rims (just rims are ok!) – No batteries –No paint cans with paint still in them.  We will take fridges and tires this year\, but they have to go in the diversion trucks [there will be one for tires and appliances\, one for HHW\, one for mattresses\, and more for electronics.   Wire fencing and barbed wire are ok \n WOOD Container– No chemically treated wood including stain or paint – No nails in the wood (although a few seem to be ok\, just not an excessive amount) – No particleboard.  Slash is ok – no longer than 18” (be judicious with this – there is only one dumpster and it can’t take a forest of slash)  \n        TRASH  Containers  – junk – No recyclables!  We need to pay for this and will need to charge for trash. We also request donations for the diversion items.  Please remember that it would be much more expensive to take a truckload to the dump or to Nederland (a carl load taken to Nederland is charged $25 and a small pick up is $40). \n         $5 per large trash bag \n            $15 – $18 per car\, van\, or SUV (less for just a few things) \n            $25 per pick-up truck or trailer full \n            $30 – 40 per vehicle with trailer \n Repurposing – We encourage people to bring stuff that others might want.  Be prepared to pick these items up if no one wants them\, or for them to go into the dumpsters.  We will take some stuff down to donate in Boulder\, either to second hand stores or to Resource 2000.  But don’t forget we will have the town bake/rummage/craft sale in September\, too. \n Any propane bottles must be vented and this means the entire top mechanism must be removed.  Just opening it does not suffice. We made this mistake once and it cost us \nIt’s amazing how much stuff piles up!  This is your chance to clear that stuff out! \nTony Vrba\, our Chair of the Gold Hill Town Meeting\, would like to encourage people prior to the 23rdto clean up areas around the community.  Several people do this frequently\, on their own\, and it would be nice to get a group effort going.

DESCRIPTION:GOLD HILL MEETING NEWSLETTER \nMinutes of the April 8\, 2019\, Town Meeting \nNext Town Meeting will be Monday\, June 10\, 7:00 p.m. at the Community Center \nThe meeting was called to order by Vice Chair Marielle Sidell. There were 13 people present: Dina Elder\, Seth Porter (Adaptation Services Group)\, Member at Large Dan Maedke\, Marielle\, Bob Mason\, Treasurer Martha Knapp\, Pam Sherman\, Marcus Moench\, Maggie Simms\, Cat Russell\, Mary Ryan\, Virginia Schultz\, Secretary Gretchen Diefenderfer. \nThe meeting opened with Seth Porter with Adaptation Services Group (he is also one of the initiators of Wild Fire Partners)\, who has been hired by Boulder County to assist our Gold Hill Sustainability Committee for four months with climate modeling using local data\, and proposed strategies for climate adaptation over time.  The end result will be a paper for our committee\, as well as support in performing some activities over the coming several months.  Their first meeting was Friday\, April 5\, and they looked at many issues including possibilities for Wild Fire Partners being enhanced for Gold Hill to include water testing\, well backup strategies/devices\, trees (for planting)\, community emergency planning event\, and additional energy smart support. \n            One idea is to explore the potential for a community-owned solar array with onsite storage\, particularly in emergencies. \n            Dina asked what a 10º rise in temperature means for us as far as health impacts and increased fire danger.  One goal is to get the whole community of Gold Hill wildfire certified.  Marcus added they also looked at fire-resistant species to help buffer us against fires\, as well as what we can do with rooftop rainwater collection\, as the state laws have changed. \n            Bob wondered\, given the certainty of increased temperatures and uncertain precipitation\, if people can even live here in 50 years.  He believes one key to survivability is working to maintain soil moisture and how to best contribute our individual efforts to the large-scale efforts that will be needed. \n            Dina said the plan is to engage the community and get us all on the same page.  Seth added that\, yes\, how to make a difference is immensely complicated in our complex world.  Climate change is here now and we have to take action. \n            Maggie pointed out that none of us are made of money and wondered if the committee could work on ideas for how we can produce money to help carry out our ideas for community-wide efforts.  The Fire department has recently added large cisterns to our water storage capabilities for firefighting. \n            Marcus feels like there are a lot of ways to get funding for sustainability stuff from short-term mitigation work to our visions for the future.  The County is behind us. \nMinutes of the February 4 GHTM – were approved as published. \nTreasurer’s Report – Martha reported at the previous regular Town Meeting in February 2019 our total cash assets were $12\,646.56. Our current total cash assets are $12\,310.56. \nRevenue Summary: none Expense Summary: General Fund report filing fees for Annual Report for the State of Colorado and Exempt Property Tax $236\,00; SafeLink for Welcome Buckets $100. Overall total expenses $336.  Fund transfers: none \nCurrent fund totals: General Fund $646.01; Cemetery $5\,489.85; Safe Link (combined funds for SafeSite\, AirLink\, NeighborLink projects) $2\,847.75; Community Planning/Fundraising $1000; Forest Management $0 (zero;) Community Relief $2\,326.95. \nGold Hill Resiliency           Committee  – Virginia passed around a wildfire risk map for our area.  Caroline Ashley is working on grants for her property mitigation work. Wildfire Partners will again send out postcards to encourage people to get their assessments.  They did get 20-30 people interested last year\, but she doesn’t know how many have completed the work.   The chipping program will be different this year – we’ll see what develops. \n            Martha pointed out that\, for those who have cisterns\, emergency water is available with a bucket and rope\, or a generator. \n            Virginia reported that a lot of interesting ideas came out of the March 23rdmeeting on solar options and soil water retention.  They looked at resources and watershed health\, encouraging native plants\, what can we actually do as far as water collection\, what about sheep or goats for weed control\, composting.  There is now a CSA – 8 families have bought 3 shares with Black Cat. \n            Bob Mason said that it’s important to keep water where it falls for soil remediation\, to keep control of the water running down roads\, etc.  It will require regrading\, ditching\, etc.\, with an eye to directing it to replenish the soil. \nSafeLink –  Pam brought a big medical bag donated to us by the Red Cross.  The school is the de facto SafeSite (our place to gather in an emergency) – we’re operating under an old agreement with them and working on a new one.  It was decided to put the bag inside the tuff shed behind the Firebarn for now.  The keys for the shed\, which has some emergency gear for the town\, are right inside the Firebarn on a wall of keys. \nCommunity Picnic – This idea surfaced a while ago and a tentative date of June 22 is proposed.  One suggestion is to include a movie night near the bocce court. \nNeighborLink – Deb brought up the welcome buckets that are given out to new community members.  They include a booklet with all kinds of town information – groups\, town events and parties\, the Fire Department\, the Town Meeting\, helpful contact information.  We thought it might be a good idea to print up more for general distribution.  They cost $3.75 each for 100.  Everyone thought this was a good idea.  Martha pointed out that there is money in the SafeLink account that can be used. \nIMA (InterMountain Alliance)– Pam reported that the County may hire a professional person to work with the IMA to make sure the County knows about our mountain concerns – that our concerns all are not like those of the City of Boulder. \nMuseum – Marielle spoke with Deb before the meeting and she reports that the Community Outreach meeting and party will be July 12.  Ed Raines will give a talk on Tellurium – our Gold Hill Mines are one of the few places on earth where Tellurium is found. Gretchen added that we are working on the 2020 Calendar and there are still 2019 calendars available for half price. \nTown Clean-Up – The County will again support our recycling/repurposing efforts and we would need to pay for a trash dumpster or two.  The consensus was that it is an important community event and a worthwhile effort that helps us all\, particularly those for whom it is not easy to take stuff to Boulder or the Nederland transfer station.  We collected enough money in fees last year to pay for most of the trash dumpsters.  Addendum: The date that works for the Inn and the County turns out to be Saturday\, June 29.  This would traditionally be the Bocce Tournament\, but Bear agreed it would work to move the tournament to Sunday\, the 30th.  \nMovie Making in Gold Hill – Periodically Main Street will be closed in front of the Gold Hill Store May 19 through the 22nd. \nRespectfully submitted\, Gretchen Diefenderfer\, Secretary \nP.S. SUMMARY:Celebration for Barbara Lawlor
DESCRIPTION:I want to thank everyone that has contributed a kind word\, a warm hug\, a shoulder to lean on\, and most of all your continued support as we continue to move forward without this amazing woman in our lives. She truly was the most amazing woman I have ever known.\n \nHere is the flyer with information on the celebration we have planned June 7\, 5-7 p.m. Outdoors\, which she loved. At Chipeta park\, so the kids can run around and people can enjoy a picnic. And a flower garden in her memory that people can help plant.\n \n \nWe have raised almost $13\,000 for her memorial scholarship fund. A large portion of the fund was donated by a wonderful local gentleman that wanted to remember her\, and her amazing role in our community for so many years. Our initial goal is $15\,000. This is for both the high school scholarships and music scholarships. These were things we talked about in her last months and put in place through a local non-profit to remember her passion for journalism\, her kindness\, generosity\, and love of music.\n \nI hope everyone can make it to this celebration of her life. A SciFy comedy if you can wrap your head around that 🙂 Peter \nLetter received from the movie makers with more details\, except that the time frame\, according to Peter is now May 19-24  \nMy name is Maya Ferrario\, and I am a local\, Denver-based film producer.  Gabriel Dohrn (CC’d) and I are preparing for an upcoming short film production in May 2019\, called “Offline”.  \n\nWe would love to come up and film in Gold Hill from May 19 – 22nd.  We would be filming on Main street\, and inside of Gold Hill Store & Pub.  We have been in contact with Hugh\, the owner of Good Hill Store & Pub\, and we have also been talking with the Boulder County permitting office about closing down Main street from Hill St. to Prospect St.  We would intermittently close the roads during all daylight hours from May 19 – 22nd.  \n \nIn order to close the road\, we will get the proper permitting through Boulder County\, and have two of our own crew members\, plus an off-duty police officer there to direct traffic control. \n \nOur crew includes 35 members\, 5 actors\, and 3 horses.  We will\, of course\, have one person to take care of the horses for the entire time.  Provided we receive the filming permit\, we will close down that section of the road during takes\, and open them up in-between takes\, while we are resetting.  The take should last about 3 minutes\, and then we would re-open the main road between takes for about 5-10 minutes to let any cars through.  However\, we did create a detour map that cars could take\, if they did not want to wait at the lockups (attached).\n \nPlease let us know if you can think of any immediate concerns\, or if you need any more information from us.  Thank you for your time!  Talk soon.\n\n\nAll my best\,\n \n\n____________________________________________\nV. Nineteen people were present: Michael Petrillo\, Karen Simmons\, John Sand\, Peter Swift\, Treasurer Martha Knapp\, Elisabeth Caspari\, Marcus Moench\, Cherry Sand\, Chair Tony Vrba\, Vice-Chair Jojo Morrison\, Debra Yeager\, Marielle Sidell\, Bear Carlson\, Linda and Jack Laughlin\, Deanne Grant\, Member at Large Dan Maedke\, Chrissy Maedke\, and Secretary Gretchen Diefenderfer. \nMinutes of the June 11 Town Meeting were approved as published. \nTreasurer’s Report –Martha reported: \nAt the previous regular Town Meeting in JUNE 2018 our bank balance was $15\,477.27. \nOur current total cash assets are $13\,608.71. \nRevenue since June includes pint glass sales\, town cleanup donations\, cemetery fund donation\, and town photo donations. \nExpenses include the town cleanup dumpster\, pint glass purchase\,cemeterymaintenance\, and community relief fund disbursement. A check was written tothe Airlink Amateur Ham Radio organization c/o Dina Elder for equipment repair and maintenance\, which came out of the Safe Link fund. \nCurrent earmarked fund totals are as follows: \nGeneral Fund $949.23; Cemetery $6\,921.78; Community Relief $2\,326.95; Forest Management $0 (zero;) Safe Link (combined funds for SafeSite\, AirLink\, NeighborLink projects) $3\,410.75; Community Planning/Fundraising $0 (zero.) \nFor more\, go to https://goldhilltown.com/category/gold-hill-finances/ \nBylaws Review – Chair Tony Vrba decided to lead off the meeting with a discussion of the proposed changes to the GHTM Bylaws by reading Gretchen’s notes on the proposed changes along with the sections affected\, which had been handed out to everyone.  Part way through\, the discussion became very confused.  Martha requested that the entire bylaws be presented instead of just the proposed changes.  No votes were taken and the discussion was tabled until the next meeting.  It was decided to put out the entire bylaws and the proposed changes to everyone\, and mail them to those who do not have email. Here is the link\, which will take you to the town website (goldhilltown.com) \n  https://goldhilltown.com/bylaws-and-proposed-changes/ \nI will bring copies again to the October meeting\, but if people will look them over before the meeting\, this will make the discussion easier. \nWe will also bring maps in order to look at possible changes to the boundaries.  There are several options – making minor changes to make sure we include people who have now built outside the original boundaries\, but consider Gold Hill their town\, or possibly adopting the Fire District boundaries\, or something in between. There are links to these maps in the above bylaws link. \nELECTIONS  \n Treasurer – Tony began the elections with the position of Treasurer.  Martha agreed to continue as treasurer and was elected by acclamation. \nChair – Tony was nominated by Jojo and seconded by Chrissy.  Peter Swift was nominated by Martha and seconded by Bear. Tony was elected 8-7. \nVice-Chair – Jojo announced that she would not be running. She will be finishing her Masters\, and is not sure where life will lead her after that.  She nominated Marielle\, Debra seconded\, no one else accepted a nomination\, and Mari was elected unanimously. \nSecretary – John nominated Gretchen\, Bear seconded\, and\, as no one else wanted to run\, she was elected unanimously \nMember at Large  – Dan was nominated by Jojo\, Michael Petrillo seconded\, and Dan was also unopposed and elected unanimously. \nCongratulations were expressed to all\, and many thanks to Jojo\, who will continue to pursue our interests in Rancho Fazoo. \nGold Hill School – Chrissy reported that all is quite good at the school\, and she requested that Jojo finish the report\, as she needed to take the kids home.  Jojo reported that Mishie\, who had taught K – 2ndgrade had stepped down\, but\, to everyone’s delight\, Sue Kidder has been hired back.  Also Elizabeth (Eli) will take Jojo’s job.  \nThe Fall Fiesta is tentatively scheduled for November 14.  School starts Wednesday\, August 22. \nWildfire Safety and Forest Health  – Virginia reports that she was excited that 17 people participated in the Wildfire Partners (WFP) assessment process.  There will not be a chipping event because not enough people wanted to participate (needed 5).  Regarding the huge project west of town\, this is a USFS program to preserve and regenerate the Fen\, which was being impacted by the encroaching trees. The piles will be left to cure for a year and then dealt with. \nIf your property borders forest land\, talk to WFP – mitigation can be done on forest lands. \nThe National Resource Conservation Service (NRCS)\, Longmont and Boulder Valley Conservation District will make a presentation and perhaps raffle a chainsaw and other mitigation and forest health tools at our Gold Hill Gold Rush. \nCommunity Planning – Gold Hill Gold Rush – Dan reports that the Gold Rush is scheduled for Sunday\, September 23 in the Beer Garden at the Inn with the great support of the Finns.  He has secured Larry Worster and friends for the music.  He’ll get an email/poster out soon asking for volunteers.  Joanne Cole is handling local artists for the Craft Fair. Anticipated expenses include new signs\, an increase in the expense for food as we ran out last year\, more pint glasses\, ads in the Camera and Mountain Ear.  He’s also posting in Next Door and Facebook.  Expenses were about $400 last year (and netted around $1700) and he’s requesting $600 this year.  Will also raise prices a little.  John moved that we accept Dan’s estimated expenses and move $600 to the Community Planning Fund for this.  It was seconded and passed. \nWeed Committee – Pam Sherman submitted an email report: \n(1) On July 31 we did a Walk n Talk in the Town Meadow with three guests from the Natural Resources Conservation Service (NRCS–formerly known as the Soil Conservation Service)\, a subdivision of USDA. They all came from the Longmont Office: Soil Conservationist Sylvia\, Forester Dan\, Intern Cat\, and also CSU Extension Boulder County Small Acreage Management Coordinator Sharon came as well. Gold Hill Joanne led us on a hike up the Meadow Trail. There was lots of discussion up and down the trail and Gold Hillers said they asked all the questions they had about revegetation and weeds and anything else related that came to mind. Btw it was also fun! \n(2) Forester Dan (see #1 above) runs a new federal program under NRCS which pays part of the cost of fire mitigation on private land (land as opposed to structures\, which is Wildfire Partners’ focus). He said it was up to 1/2 to 2/3 of total cost per acre. This program works with homeowners who have gotten together to pool their acreage for this work. Total acreage in each neighborhood pool has to be at least 1-300 A. By town meeting we should have more info.\n(3) Residents have been mitigating spotted knapweed\, mullein\, leafy spurge\, Canada thistle\, and others with a habit of taking over. Canada thistle flowered a month early this year at my place; took me by surprise.  Other plants both native and adapted are early\, too. What have you noticed?\nFor color photos of the invasive weeds on the state of Colorado list go here – https://www.colorado.gov/pacific/agconservation/noxious-weed-species \nCemetery Committee – Maggie Simms submitted an email report: \nSince last meeting\, we were contacted by 2 families for burials.  One burial completed\, and a second one is scheduled for September 1st. \nTown members are encouraged to go down to the cemetery and pick up kindling and pieces of logs and slash left over from the June 2ndcleanup. These have been placed at the front of the cemetery ready for pick up.  If the logs and slash have not been picked up by the end of August\, Maggie will contact at chipper company to chip the excess slash and charge the costs to the cemetery fund. \nHistoric Gold Hill (Museum) – no report \nHistoric  Zoning – Bear suggested that\, if you haven’t\, go by and see Marcus and Elisabeth’s project (the old Weaver house).  They are doing an amazing job and worked hard – to preserve as much of the structure as possible.  The outside materials have been approved \nCommunity Center – Peter submitted an email report and was there to discuss the project: \nCU Denver has dedicated a class to study a community center for Gold Hill. Two meetings will help facilitate the development of plans; the first proposed meeting would be a public input session attended by Prof. Keith Loftin.  Interested community members will be asked about 1) possible locations for the building\, 2) proposed uses of the building and 3) appropriate architectural styles. The meeting will be on Monday\, August 27th at 7 pm in the Fire Barn (tentative location). \nThe second proposed meeting will be on Thursday\, August 30th at 1:30 pm at a location to be announced. The students will attend along with Prof. Loftin. The group will tour the proposed building sites and analyze community input from the previous meeting. They will then assemble (tentatively) in the Fire Barn at about 2:30 to receive comments from those who couldn’t make the previous meeting.  \nThe purpose of this exercise is both to provide the class with a “real world” project\, but also to use the project to start a fundraising effort to hire consultants to design the building and do site engineering. Subsequently\, there will be fundraising to get it approved and built. \nPlease come with your ideas and suggestions to help with the design and use of the building.  \nIt was suggested that Peter put up signs at the Store to announce these meetings\, which he said he would do. Properties the town owns include the piece at Pine and Lickskillet (behind the Red Store and across the street)\, part of the Meadow (although the deed prohibits any building\, which the vast majority of community members support)\, the Cemetery Annex\, and the People’s Park (a small parcel along Dixon approximately across from the Eaton’s property).  Martha suggested people go on e.mapping at the Boulder County Assessors office to look at these properties.  \n            John pointed out that this is the same Professor whose class did a study a number of years ago and there is lots of information on that at the Museum. \nThese plans will be presented at a town meeting and we will put up plans and drawings on the website for everyone’s consideration. \nNEW BUSINESS– more Historic Zoning– Michael Petrillo wanted to report on and discuss the new residence proposed by Joyce Robinson at 360 Boulder Street.  The original plans\, approved by HZ\, called for only the bottom floor to be finished and the second floor to be essentially an attic.  The new plans add approximately 5’ to the now finished second floor – i.e\, 2 full stories\, now 27’ tall.  To compare\, Matt Legg’s garage\, which generated some controversy at the time is 25’\, and down the hill.  This will be right between Laughlin’s and Michael’s house and he thinks will dominate the hillside. \n            There is a public meeting at the County Commissioners on Tuesday\, August 14\, which he intends to go to and Bear indicated he would attend as well. \nRespectfully Submitted\, Gretchen Diefenderfer\, Secretary \n  \n

DESCRIPTION:2018 Spring Clean Up\nSaturday\, June 23\, 9 a.m. – 2 p.m. at the Bluebird Lodge parking lot.  \nDIVERSION is the focus again this year.  Boulder County supports our diversion/recycling efforts\, but they are no longer providing any money for trash disposal.  We will be getting one dumpster for trash and\, since we will have to pay for it ($485 this year)\, we will need to charge (rate sheet at the end).  \nThree Dumpsters will arrive between 8:30 and 9:00 a.m. – Only one for junk/trash (we will need to collect a fee for trash and donations are requested for the diversion stuff)\, one for metal\, and one for wood – general wood/lumber as in the past.  Please don’t come with stuff earlier than 9:00.  \n***And\, as always\, we need volunteers to help!*** \nTo volunteer\, please contact me\, Gretchen Diefenderfer\, at gretchend@nullmac.com  (303-442-3847). \nDIVERSION (see http://www.ecocycle.org/charm).  \nMixed rigid plastics (playground stuff\, coolers\, etc.) and Styrofoam  \nTires – no rims. \nRefrigerators and freezers! \nElectronics\, small appliances \nMattresses \nHousehold hazardous waste (HHW) \nOil\, Antifreeze \n           Car batteries \n            Latex paint \n  \n        METAL Container– No liquids – No fridges – No tires on rims (just rims are ok!) – No batteries –No paint cans with paint still in them.  We will take fridges and tires this year\, but they have to go in the diversion trucks [there will be one for tires and appliances\, one for HHW\, one for mattresses\, and more for electronics.   Wire fencing and barbed wire are ok \n WOOD Container– No chemically treated wood including stain or paint – No nails in the wood (although a few seem to be ok\, just not an excessive amount) – No particleboard.  Slash is ok – no longer than 18” (be judicious with this – there is only one dumpster and it can’t take a forest of slash)  \n        TRASH  Containers  – junk – No recyclables!  We need to pay for this and will need to charge for trash. And we request donations for the diversion items   \n            $12 per car\, van\, or SUV (less for just a few things) \n            $15-18 per pick-up truck or trailer full \n            $25 per vehicle with trailer \nPlease remember that it would be much more expensive to take a truckload to the dump (a carload taken to Western Disposal is charged $37-$45). \n Repurposing – We encourage people to bring stuff that others might want.  Be prepared to pick these items up if no one wants them\, or for them to go into the dumpsters.  We will take some stuff down to donate in Boulder\, either to second hand stores or to Resource 2000.  But don’t forget we will have the town bake/rummage/craft sale in September\, too. \n Any propane bottles must be vented and this means the entire top mechanism must be removed.  Just opening it does not suffice. We made this mistake once and it cost us \n  \nIt’s amazing how much stuff piles up!  This is your chance to clear that stuff out! \n  \nTony Vrba\, our Chair of the Gold Hill Town Meeting\, would like to encourage people prior to the 23rdto clean up areas around the community.  Several people do this frequently on their own\, and it would be nice to get a group effort going.
