SUMMARY:2021 Spring Clean Up
DESCRIPTION:2021 Spring Clean Up\nSaturday\, June 26 \n9 a.m. – 2 p.m. at the Bluebird Lodge parking lot. \nFor all within the Town Meeting boundaries  \nDIVERSION is the focus again this year.  Boulder County is a great support for our diversion/recycling efforts\, but they are no longer providing any money for trash disposal.  We will be getting one dumpster for trash and we will have to pay for it ($795)\, so we will need to charge (rate sheet at the end).  \nThree Dumpsters will arrive between 8:30 and 9:00 a.m. – 1 for junk/trash (we will need to collect a fee for trash and donations for the diversion stuff)\, one for metal\, one for wood – slash and general wood/lumber as in the past.  Please don’t come with stuff earlier than 9:00.  \n***And\, yes\, please\, we need volunteers to help!*** \nTo volunteer\, please contact me\, Gretchen Diefenderfer\, at gretchend@nullmac.com  (303-442-3847). \nDIVERSION (see http://www.ecocycle.org/charm).  \nMixed rigid plastics (playground stuff\, coolers\, etc.) and Styrofoam  \nTires – no rims. \nElectronics\, small appliances \nAppliances – refrigerators! \nMattresses \nHousehold hazardous waste (HHW) \n            Oil\, Antifreeze \n           Car batteries \n            Latex paint \n  \n        METAL Container – No liquids – No fridges – No tires on rims (just rims are ok!) – No batteries – No paint cans with paint still in them.  We will take fridges and tires this year\, but they have to go in the diversion trucks [there will be one for tires and appliances\, one for HHW\, one for mattresses\, and more for electronics.   Wire fencing and barbed wire are ok \n WOOD Container – No chemically treated wood including stain or paint – No nails in the wood (although a few seem to be ok\, just not an excessive amount) – No particleboard.  Slash is ok – no longer than 18” (be judicious with this – there is only one dumpster and it can’t take a forest of slash)  \n        TRASH  Containers  – junk – No recyclables!  We need to pay for this and will need to charge for trash. We also request donations for the diversion items.  Please remember that it would be much more expensive to take a truckload to the dump or to Nederland (a carl load taken to Nederland is charged $25 and a small pick up is $40). \n         $5 per large trash bag \n            $15 – $18 per car\, van\, or SUV (less for just a few things) \n            $25 per pick-up truck or trailer full \n            $30 – 40 per vehicle with trailer \n Repurposing – We encourage people to bring stuff that others might want.  Be prepared to pick these items up if no one wants them\, or for them to go into the dumpsters.  We will take some stuff down to donate in Boulder\, either to second hand stores or to Resource 2000.  We don’t know if we will have the town bake/rummage/craft sale in September\, too. \n Any propane bottles must be vented and this means the entire top mechanism must be removed.  Just opening it does not suffice. Bring your smiles\, your questions\, and your great humor for this fun evening.  We will have the museum open or you to enjoy as well as our interactive presentation and some AMAZING new information on a subject that we presented a couple of years ago:  Tellurium!  Come one\, come all and enjoy our cocktail party on the south side of the museum. \n  \nWe’re excited to be opening the museum this summer and we have some great new exhibits.  Our opening day is Saturday\, May 29th and our new hours are 11am – 3 pm.  Come see us soon and wear your mask.  It is a requirement throughout this season.

Thirteen people (if I missed anyone\, please let me know) checked in: Emma\, Deb Yeager\, Val Crist\, Marcus Moench\, Elisabeth Caspari\, Sarah Davis of S.R.D. Consulting\, Secretary Gretchen Diefenderfer\, Dick Cole\, Leslie Finn\, Emily Rose\, Vice-Chair Mari Sidell\, Virginia Schultz\, Chris Dirolf \nEmma then introduced Sarah Davis\, our Boulder County Consultant\, to present the summary of the Resilient Renewal Design Initiative (https://www.resilientgoldhill.com/feasibility-study)\, the study conducted for Gold Hill with our Technical Advisory Committee composed of Marcus\, Elisabeth\, Dina and Mark Elder\, Bob Mazurkiewicz\, Paul Melamed\, Virginia\, Cat Russell\, Heidi Kessler and Richard Roth. The goal of the study was to evaluate the technical\, economic\, social and environmental feasibility of providing the community with renewable energy.  It kicked off in Feb. 2020 and met monthly looking at solution brainstorming\, feasibility\, and prioritization.  The most feasible solutions seem to be for individual households: energy efficiency\, rooftop solar installations\, and home battery back-up systems. Other areas of consideration are a Community Center Solar Microgrid although there are regulatory challenges with Exel Energy.  Other considerations: local water supply\, communication issues\, electrical vehicle charging\, mobile battery storage trailer\, neighborhood hubs.  They looked at the technical feasibility\, financial feasibility and regulatory feasibility of all the solutions considered\,  and the possible path forward – the need to create a non-profit quasi-governmental entity\, benchmarks and system tracking progress.  Phase 1 – Funding for bulk purchasing for solar systems\, battery storage systems\, etc.\, before the end of 2021.  Phase 2 – Finding space for a Community Center – new or retrofit. (PS\, I am doing this as a citizen\, not as a teacher.) \nForestry and Forest Management – Virginia reports that there are big Wildfire Mitigation projects in the works.  Maya MacHamer at  fourmilewatershed@nullgmail.com is working with us and the Fire Department on plans for the north side of Gold Hill including the Ashley property and the Ashram.  The old mitigation efforts will be re-mitigated and improved.  We will have to burn slash piles and possibly do prescriptive burns as well.  Chris Dirolf has participated in prescriptive burns and every little bit helps to thin trees and open the landscape.  There is nice data on how much the mitigation work that had been done helped in our last fire.  Emily spoke about the cutting that was done on the north side in the past and the slash was left. She had questions about how this will be dealt with.  Virginia replied that this is a big project and there will be a full report and maps.  The work on the top can be done with hand crews\, but the lower\, steeper parts will probably require big equipment.  There will be opportunities for local input to make sure our concerns are addressed.  Mari added that Maya is very available and willing to come to the GHTM and do community outreach.  Chris Dirolf said that Tuesday\, Dec. 15 is the Fire Board Meeting and they will be looking at this project and touching base with Maya on Thursday. Our current total cash assets are $11\,147.78. \n Revenue Summary: Cemetery fund donations of $400.  \n Expense Summary: $600 advance for pint glass order; $1000 advance for Gold Rush event. \n Fund transfers: none \n Current fund totals:  General Fund $14.19; Cemetery $6\,339.85; Safe Link (combined funds for SafeSite\, AirLink\, NeighborLink projects) $2\,466.79; Community Planning/Fundraising $0 (zero;) Forest Management $0 (zero;) Community Relief $2\,326.95. \n           The General Fund only has $14.19 left because she hasn’t received the Gold Rush funds yet. \nSunset Trail Running Festival – Maya MacHamer\, Coordinator of the Fourmile Watershed Coalition\, attended to update us on the Sunset Trail Running Festival held on September 22. Their Coalition was organized in 2015 around flood recovery in Gold Run and Fourmile canyons.  They are not incorporated and operate under the fiscal auspices of the Fourmile FD.  Much of that flood recovery work is now done and they are transitioning to watershed health on a larger\, wholistic scale\, including resiliency\, forest health\, and wildfire mitigation\, in parts of Sugarloaf\, Fourmile\, Gold Hill\, and Sunshine.  They are part of the Boulder County Collaborative composed of lots of fire districts\, USFS\, State Forest Service\, Boulder County and the City of Boulder.  There has been a lot of cooperation and collaboration and they are now looking to bring all agencies together to identify projects and find funding. \n            So\, the Race!  The original race was a fundraiser for the Fourmile Fire Department.  It felt like a good opportunity for education and to create an intersection between the fire departments and the recreation community.  For this year\, Maya contacted Joe Grant\, a racer in Gold Hill\, and he knew Lee Troop\, an Olympic runner and race organizer.  Both donated their time and an incredible volunteer effort was organized. \n            The race generated $3\,500.00 for Forest Restoration\, and included 180 runners in five different races\, including a race for the Gold Hill School kids.  50 volunteers helped from the 4 fire departments.  The logistics went pretty well. They tried to offset the parking limitations with shuttles\, AMR donated a bus\, permits were waived by BoCo and the FS. The runners loved it and by all accounts the volunteers did\, too.  The 4 districts and the Ham radio operators used it for training and communications.  They hope to have this event every year. \n            They would like to put the funds into Gold Hill\, as the HQ of the race\, if there is an identified project.  They figure to double the $3500 with grants.  Dina suggested a soil health component.  She has been doing research and it fosters forest health\, watershed preservation and lessens wildfires and erosion. \n            Maya suggested that we proceed to identify a project by getting representatives from the 4 districts: Fourmile\, Gold Hill\, Sugarloaf\, and Sunshine.  Tony pointed out that Virginia Schultz has been working on a big project on Gold Hill’s north slope involving her 40 acres\, Caroline Ashley’s 150 acres and the Ashram’s 130 acres.  Chad has been doing work for them evaluating effective mitigation plans and goals for individual landowners which will help them as well as protect the town.  Both Gretchen and Bear and others supported the idea of supporting a north slope project – we’ve known for years of the danger to the community of fire on that slope.  \n            Maya has also looked at our old\, somewhat outdated CWPP (Community Wildfire Protection Plan).  She suggested something that fits into that. \n            Tony added that the Sustainability/Resiliency Committee pushed for more community members getting wildfire hazard and mitigation assessments from Wildfire Partners and possibly we could help people do the work to meet the requirements to get certified. \n            Martha reported that the Fourmile Fire was so intense that the soil was sterilized and wondered what we could do to help it recover. \n            Maya again stressed that we need to come up with representatives to meet and plan a project.  Grant application times are coming up and would help us generate more money.  Sunshine and Fourmile both have a mill levy dedicated to mitigation\, but we do not. \n            Dina suggested we have a test site in the burn area to see what helps.  With that it was agreed that Dina and Virginia be our representatives. \n            Dan heard from some community members that they had an issue about not enough information in advance – logistics – roads closed\, couldn’t get to their houses\, etc.  Tony said that the County issues permits\, they contact Chris Finn and he notifies GHFPD people.  The coalition sent letters\, put up signs and a town email went out – no one is sure what more can be done.  Dina suggested maybe we should conduct a town survey to see how it could be better handled.  Chris added that\, if it’s an annual event then people would be more prepared and Bear concurred. \nFuture Bike Rally – Josh Kravetz has three kids at the Gold Hill School and organized the bike rally through Gold Hill in 2016.  He has been talking to Dan Maedke about possibly combining the Gold Rush town fundraiser with a bike rally to raise more money.  He has a company called Adventure Fit and spoke about multiple ways to raise funds. His idea is to create a fall event with perhaps the school and the town as beneficiaries.  This generated a huge discussion. \n            Dan said that he doesn’t feel like we’re getting as much benefit as we could from the Gold Rush for the amount of effort that we put into it.  If we could lower the list of expenses and make more money\, we could do more things for the community.  We would need to figure out how the town feels about events and the impacts vs benefits.  Josh said that the cause needs to be something that people can get behind.  Josh thinks it could be a huge benefit and that cyclists and runners would support it. \n            Martha pointed out that the Gold Rush is a community event that townspeople participate in and she wouldn’t want that to get lost. She sees it as a socialization event\, with so much of the community working together\, that benefits us all.  \n            Dan thinks the two events could exist side by side – keep the small event\, plus a bigger event to bring more people.  Josh thinks the Gold Rush should continue plus the bike rally and maybe an old-fashioned hootenanny – close a section of Main Street. \n            Chris\, who is a forest/wildfire mitigation person\, and worked on the big mitigation project at Betasso\, and said money is a real factor.  If we are hoping to mitigate the North Slope\, we would probably need helicopters and they cost.  Also\, we should consider this asap – you never know when the next fire will occur. \n            Bear added that the Gold Rush is our main fundraiser for the Gold Hill Town Meeting and then if we try to make it so much bigger with a bike rally – it seems like a conflict – such a separate thing.  Also\, someone pointed out that there are only so many volunteers to help run events and it takes quite a few just to run the Gold Rush/Bake/Rummage/Craft Sale. \nAnother consideration is that the running race was close to the same time as the Gold Rush and then to add another event…? \nGretchen added that the idea of closing Main Street has not been a popular one.  Josh will put out a summary to send to the town.  We need to find out how the community feels. \n  \nCOMMITTEE REPORTS  \nGold Rush – Dan presented a report comparing expenses and profits for 2018 and 2019.  Several people noted that there didn’t seem to be as many people this year as last.  Martha wondered why we spent almost twice as much on food this year as last\, but made so much less\, and Dan added that there was a lot of food left over.  \nHe again expressed his feeling that we need to make some changes – that it’s frustrating that we don’t make much for the amount of effort we put in.  \n \n  \nGold Hill School – Dan reported that the Fall Fiesta will be November 13th.  Also\, Janos Wilder and Dave Query are teaming up as chefs for a dinner at the Inn on October 22nd.  Archery and gardening are over now and they are starting to work on the school play. \nHistoric Gold Hill/Museum update – Deb Yeager emailed her report – We had a very successful summer at the museum which included the community outreach event on Tellurium with Ed Raines as our presenter.  Additionally\, we hosted the ANFRM meeting\, the Colorado Association of Front Range Museums\, plus an ice cream social in the Gold Hill Inn Beer Garden and a tour of our cemetery hosted by Chellee Courtney.  Currently\, we are in the process of constructing an 8’ x 12’ shed which will house our lawn equipment and supplies as well as and most importantly\, make us compliant with the ADA by adding a compostable toilet kindly donated to us by Shirley and Larry Hannert.  We are thrilled to finally be able to accommodate disabled guests and those museum visitors who need a facility. We will continue to have off street parking and we will not have to compromise the bell tower so all is well in the world of the museum.  We will be working this winter on the creation of our 2020 exhibits\, our 2021 calendar\, and training the museum board on how to record artifacts and appropriately log our museum treasures for perpetuity.  Additionally\, we are continuing to enhance our ‘friends of the museum’ format and are looking forward to reaching out to the newest members of our community for positions on our board and finalizing our community outreach for 2020.  We are constantly looking for more items for the calendar including but not limited to photos\, poetry\, recipes\, oral history and histories of properties\, old artifacts\, and papers that you may find in the recesses of your attic.  Please remember us when you come across those old things.  Gretchen added that we would love to have more people on the calendar committee\, too.  Contact Gretchen or Marie if you would like to join us. \nBear said he’d heard rumors about resurrecting the old Gold Hill bus.  Gretchen reported that an old White chassis (maybe not the original\, but from the same period)\, that Tim Walter used to drive the Bluebirds up to Gold Hill in has been living in the Weaver’s garage. Marcus and Elisabeth would now like to use the garage and the Museum board wants to restore it to something like its original grandeur (!) and possible give tours in?  We vacillate between thinking how wonderful that would be to how are we going to accomplish this and where are we going to house it.  Several people have volunteered to work on it and Tony added that she thought Bobby would help. \nMountain Stewards (formerly Climate/Sustainability Committee) – Tony reported that their prior mission was more about surviving emergencies\, including sustainability and resiliency.  They applied for a grant last year to study where to go forward with sustainability and resiliency\, particularly in the face of climate change.  There is a copy of the report at the Gold Hill Store and we’re working to link to it on the town website (goldhilltown.com).  They are now working on a more complete mission statement to include mountain stewardship more broadly.  They are meeting regularly now on the third Monday of the month at 6 pm. The next meeting will be October 21 at Tony’s house.  They have put in for a solar assessment grant through the County (since we are not an incorporated town) to make us more independent\, but haven’t heard yet.  They have also been focusing on water supply and water testing and have applied for a grant for $2000 to test peoples’ water.  \n            Dina made a motion that the GHTM support this grant application and administer the $2000 for water testing.  Ota seconded and it passed unanimously. Bear added that we have a bizarre water situation in Gold Hill with at least 5 different aquifers\, so especially in our community it would be good to have a way to test it.  Dina said that safe\, abundant water is our goal. \n            Tony reported that we now have a beautiful logo designed by a local artist.  Our focus is making a better community for the future.  We began by learning how climate change will affect Gold Hill and now will focus on resiliency and sustainability in the face of it. \n            Dina reported that Deb Yeager was working in the Museum one day when Todd Moses\, a geomorphologist who went to CU and loves Gold Hill\, visited.  He wants to make GH his pro bono project for the year – to evaluate at our overall water situation up here for us. He also has an amazing record for helping raise grant money – he writes the technical part. \nDeclaration of Climate Emergency – Cat Russell brought a Climate Action Resilience Map – a visual representation of all the subjects they have been addressing on how to develop our resources up here for a better future.  She reported that Boulder\, as well as Aspen and other communities in the US\, have declared a Climate Emergency and she went to the launch party in Boulder.  She would like to have an event here to invite the community to organize together\, to look at climate change and ways to reduce our impact to head off our contributions to it as well as how to adapt to it and maybe make our own declaration.  Looking at fundraising\, some things are free or not very expensive.  For instance\, it only costs about $10 a month to support wind energy with Excel Energy.  Also\, we could support the Climb by all riding the going to a sports bar or something together.  \nDan would like more information on climate change. Cat has trained as a climate reality trainer with Al Gore’s Climate Reality Project so she would be happy to make a presentation.  All over the country on Wednesday\, November 20\, there are events happening so this could fit right into that.  She feels that in the face of government inaction we need to reorganize ourselves as tighter communities to take the lead for ourselves. We have so many resources.  She has been teaching climatology for 17 years and Ota works with federal agencies (NASA) gathering data so together they have a lot of information useful to us. \nSo\, the plan is to have the presentation in November and the GHTM can take a vote at the December 9th town meeting on whether we want to go on record as declaring a Climate Emergency.  More information to follow. \nCSA (the food share group) – Mari reports that it will be continuing next year although they are looking into a different provider. Nine families split 3 shares this year.  Contact Deb or Mari if you are interested. \nSafeLink/NeighborLink/AirLink – Dina still has the GoTenna devices and she and Ota have been testing locations.  At their weekly meetings they have been discussing how the community would be able to communicate during a disaster – not just the Hams\, but a majority of the community.  These are tiny radio devices that\, paired with a smartphone\, enable text messages to hop from one to another and create a community web.  They need to be located within 20’ of each other or line of sight.  They cost $70-$80.  She is not sure what the next step is. \nHistorical Zoning – Bear reports that there are three projects coming up.  At 671 Main Street\, Paul and Anya want to put in solar panels. The HZ position on solar panels is that of course they aren’t historical\, but they are environmental so they support them as long as they are flush with the roof.  The second one is Boyd Brown’s project at 775 Pine Street.  And the third one is Mari and Ian’s at 541 College.  The general process is for projects to start at HZ first\, but in this case the County has issued permits before HZ was done with their process\, although there are still some to go.  Bear will pursue this with the County. This will allow the state of Colorado to retain and spend all of the revenue it collects (taxes we’ve already paid) and will increase funding for public schools\, higher education\, and transportation and infrastructure needs\, without increasing taxes.

Our current total cash assets are $12\,347.78. \nRevenue Summary: Pint glass sales of $288\, Town Cleanup donations of $841 and Cemetery fund donations of $200 for total revenue of $1329. \nExpense Summary: Town Cleanup dumpsters $795\, porta-potty maintenance $50\, bi-annual webhosting $359.52 and printing of Welcome Bucket informational booklets $380.96 for total expenses of $1585.48. \nFund transfers: none \nCurrent fund totals:  General Fund $614.19; Cemetery $5\,939.85; Safe Link (combined funds for SafeSite\, AirLink\, NeighborLink projects) $2\,466.79; Community Planning/Fundraising $1000; Forest Management $0 (zero;) Community Relief $2\,326.95. \nTOWN COUNCIL ELECTIONS – Tony gave a brief outline of the duties of the officers.  She has been the Chair for 4 years and they have their house for sale now\, so we need to consider the Chair position. She asked for nominations. \n            Chair – Dan nominated Mari\, Gretchen seconded\, there were no further nominations\, and she was elected unanimously.  Tony agreed to help her\, which was gratefully received. \n            Vice-Chair – Martha nominated Emma\, Mari seconded\, after some persuasion Emma accepted the nomination and\, as there were no further nominations\, she was elected unanimously. \n            Member at Large – Tony nominated Dan\, John seconded\, Dan agreed to do it again and was unanimously re-elected. \n            Treasurer – Martha was nominated by Tony\, seconded by John and was re-elected unanimously after agreeing to serve again. \n             Secretary – Gretchen was nominated by Mari\, seconded by Dan\, and\, after asking if no one else would like to do it\, was elected unanimously.  Emma volunteered to help with the website. \nGretchen expressed everyone’s thanks to Tony for doing a wonderful job and all clapped. \nCOMMITTEE REPORTS \n Gold Hill School – Chrissy reports that school starts on the 14th and they expect 20 students – 9 older\, and 11 little ones.  Sue and Eli are back and the grounds look great thanks to Dan.  The Fall Fiesta will be Wednesday\, November 13th.   \n Climate/Sustainability Update/Renewable and Clean Energy Grant – Tony reports that the committee and Marcus Moench are working on a clean energy grant to fund a feasibility study for Gold Hill.  The County would have to sponsor the grant since we are unincorporated. \nDina is also part of the sustainability group.  They have been working with Seth (hired by the County to help us) and he’s almost done with his final report on sustainability related to climate change. \nWildfire Partner Days for GHFPD/GHTM community – Tony reports that there is one week left to apply for free Wildfire Partners (WFP) assessments.  Postcards were sent out to everyone and they are still hoping for more people to sign up. \n            Chris added that\, as a wildland firefighter and forestry worker\, he sees that there is a lot of fuel buildup.  He encourages everyone to please clean out their gutters and remove burnable material away from your homes.  He volunteered to give a presentation to the community on wildfire mitigation. \nEmail report from Virginia Schultz – WFP have had 4 responses so far – 3 in town and 1 Lickskillet/Lefthand. Overall WFP is up to 2\,000 assessments – great news for the mountain communities!  WFP slash hauling program had many responses and they now have a waiting list.  See https:/www.wildfirepartners.org/slash-pick-up-program/ \nAugust 28 at Houston Room/Boulder Clerk and Recorder: update on USFS Projects in BC\, Mapping\, and GIS tools. \nGold Rush – Dan reports that the Gold Rush (bake/rummage/craft sale including food and music) will be held on Sunday September 15th.  He will partner with all the previous people/helpers and will set a meeting with Joanne Cole to encourage more local arts and crafts.  He wants to order t-shirts\, long and short sleeves\, to sell. Whitey offered to help with the cost by purchasing some for the Store right away.  Tony made a motion that we move $600 to the Community Planning Fund.  Martha seconded and the motion passed. \n            Chrissy made a pitch that the Gold Rush could and should do more.  She suggested that we grow the art show\, stretch it beyond the beer garden.  She also thought that the rummage sale component could be moved to the Town Clean Up.  It was pointed out that many of the same people who are involved with the Clean Up also help with the Gold Rush and it might be too much to pull off both at once.  She thought we might add to the food offerings since what really makes money is the food and beer.  \nMuseum – Deb thanked everyone who came to the Community Outreach program on Tellurium.  The 2020 calendars are for sale\, still $10.00.  This coming Monday (August 19)\, the Museum will host the ANFRM (Association of Northern Front Range Museums) meeting – they represent 140 museums \n            Chellee Courtney has her new book for sale\, Digging Up the Dirt\, a history of our Cemetery with stories of the folks buried there.  \n            Deb urged everyone to visit the Museum.  The final day is Labor Day\, but if anyone wants a private tour\, call one of us: Deb\, John Sand\, Joan Few\, Boyd Brown\, Norm Skarstad\, Marie Brookhart\, or Gretchen. \nMining – email report from Dick Cole who forwarded a link to a letter sent on 8/3 by MLRB to Colorado Milling Company:  Lots of information contained in letter—includes findings of fact-a sort of history of past few years and a finding that a violation has occurred. MLRB issued an order to CMC to cease and desist any mining activity\, a fine of $7200 and a bond increase of $21000. DESCRIPTION:GOLD HILL TOWN MEETING NEWSLETTER \nMinutes of the June 10th\, 2019\, Town Meeting \n Next Town Meeting will be Monday\, August 12\, 2019\, 7:00 p.m. at the Community Center \n ELECTIONS!  Who would like to step up and help? \n The meeting was called to order by Chair Tony Vrba.  Twenty-two people attended: Bear Carlson\, Poppy Copeland\, Elisabeth Caspari\, Marcus Moench\, Rick Sheingold\, Chair Tony Vrba\, John and Cherry Sand\, Karen Simmons\, Val Crist\, Mary Ryan\, Virginia Schultz\, Pam Sherman\, Rick Sinner\, Chris Dikolf\,  Emma Salmon\,\nTreasurer Martha Knapp\, Jim Sidell\, Vice Chair Marielle Sidell\, and Secretary Gretchen Diefenderfer.  Also Ted Plank\, the Maintenance Division Manager of the County Road Department and Jeff  Maxwell\, the new Director of the County Transportation Department attended. \n The regular agenda was deferred so that Ted Plank and Jeff Maxwell could answer questions about our roads and road maintenance strategies.  Tony introduced them\, thanked them for coming\, and said that we are particularly happy with the Climb. She added that those over 60 can call VIA (303-447-2848) and get rides to doctors’ appointments\, etc. after they get to Boulder. Val added that it’s advisable to call well ahead to set up a ride with VIA as they’re very busy. \nTony then called attention to our concern about the grey road base and it’s deteriorating condition with all the moisture this spring.  Ted explained that they are not happy either\, of course\, and they are removing it and resurfacing the roads with the regular product as quickly as they can.  They are working on a lot of roads in the county.  There is too much clay in the grey road base.  They plan to blend it with the other base material\, around 1:5.  They will also be doing dust control\, which is behind because of weather delays and now everyone needs it.  It turns out there are only 2 dust control companies in Boulder County and it is much more expensive for the County crews to do it themselves. \nJim Sidell asked if they will address drainage issues\, especially along the shelf road and Ted acknowledged that the guardrail area is a problem.  They try to grade every week to 10 days and inspect a couple of times a week.  Gretchen said that there is also a spring near the east end of the upper shelf road that contributes to the drainage problems.  She emphasized that we appreciate all the work the road crews put in and that we know our roads present difficult challenges\, so thank you! \nTed replied that they have remarkable people that make him look good.  Martha added that they are always polite and move over to allow us to pass.  Rick Sheingold asked which side should we drive on\, when there is a berm in the middle because they are grading.  Ted said to follow the grader on your side and the will move over as soon as they can. \nTony said that there were a lot of concerns with the mud and access for emergency vehicles plus we’ve had increased traffic because of closures on other roads.  Ted acknowledged that this was “special mud this year” and they are working to get new surface down and will do extra dust control.  Rick Sinner asked about dust control on Main Street and Ted said they are trying to get back on their normal schedule and will have it done by the 4thof July.  Tony added that they have had to schedule around the rain.  Ted replied that\, unfortunately\, gravel roads are dusty and it has been a difficult year.  John Sand told him that we appreciate it. \nMary Ryan asked if there is anything bad in the grey stuff\, but Ted said that it is just high clay road base – no added chemicals. \nWith that\, our regular meeting commenced. \nMinutes of the April 8thTown Meeting were approved as published. \nTreasurer’s Report – Martha reports: At the previous regular Town Meeting in APRIL 2019 our bank balance was $12\,310.56. Currently\, our total cash assets are $12\,604.26. \nRevenue: Pint glass sales of $96 and Cemetery fund donation of $250 totaling $346. \nExpenses: Annual fee for bank safety deposit box $52.30. \nCurrent fund totals:           General Fund $689.71; Cemetery $5\,739.85; Safe Link (combined funds for SafeSite\, AirLink\, NeighborLink projects) $2\,847.75; Community Planning/Fundraising $1000; Forest Management $0 (zero;) Community Relief $2\,326.95. \n                                                                                                                                              \nCOMMITTEE REPORTS \nGold Hill Resilient –Virginia reports that at their last meeting they discussed solar – possibilities and new laws.  Some reimbursement programs are ending\, so get in touch with Boulder County Energy Smart if you have solar plans.  Exel Energy is now allowing battery backup\, which is a big step.  \n            The Resiliency group now has 3 shares of a CSA (Community Supported Agriculture – a Colorado local produce organization) for 8 people. \nSafeLink/NeighborLink/AirLink – Marielle reports that the Community Picnic has been put off until next year –everyone is too busy! \nClimate/Sustainability Update – Virginia reports that they are stressing that everyone should get their wildfire mitigation assessments done with Wildfire Partners.  Ten were done two years ago and 20 last year\, but they want to do the entire community since we all affect each other.  Val added that follow up involves doing the mitigation work and there is some funding available for people who cannot do the work themselves or afford it.   There is a list of mitigation providers\, but the assessment has to be done first.   John volunteered that they had it done\, it’s very educational\, and he highly recommends it.  Everyone would learn a lot.  There is a meeting with the BOCC for tomorrow and they are trying to get everybody their assessments for free. \n             Tony reports that energy savings is an important area for sustainability and the IMA has asked the Energy Smart folks to be more mountain friendly as many of the regulations are more oriented to people on the plains.  They are looking into water supply and testing our water safety – it seems to be costly.  Rick thinks there is a lab in Gunbarrel and will find out information on them. \nMuseum Update – John reports that there is a new exhibit on Tellurium\, which was discovered in the Red Cloud in 1872.  Ed Raines will be giving a talk at the Museum Community Outreach event on July 12 at 7 preceded by a cocktail party at 5.  We are upgrading with a composting toilet and a Tuff Shed. Gretchen added that 2020 Calendars will be out by the 4thof July. \nIMA Update – Pam reports that there is a land-use subcommittee and they are pooling their voices to have a stronger voice together. From OEM (Office of Emergency Management Flood Presentation at MACS meeting 6/3/19 – Lower than usual chance of wildfire next 90 days.  Probably won’t see fuels becoming dry and brittle.  A high snowpack does not automatically mean flooding on the plains.  Floods can happen in a time of drought (d/t rainfall) as well as I wet years.  Floods are common in Colorado.  They happen every year. We don’t know what will happen during monsoon season in terms of flooding\, which could be roughly mid-July through mid-September. Rock or mudslides could be of concern in the mountains.  Think of the three S’s: slope (steep)\, soil (composition-granite)\, saturation.  When granite soils get saturated on steep slopes\, slides can happen. \nThe IMA is participating in mountain-wide asset mapping at Ned Fire on 6/26 at 1 pm\, led by staff from the CU Natural Hazards Center.  Firefighters and town planners\, etc.\, are encouraged to attend if you can. Need to register. \nAirLink has an every Tuesday night gabfest\, which is spreading throughout the County\, mainly thanks to Mark and Dina Elder. \nWeed Management – Pam reports that there are some great videos that can identify some invasive weeds that are coming up now or soon.  There are so many!  Just go to YouTube and Google Cheatgrass\, Leafy Spurge\, Canada Thistle\, Oxeye Daisy\, Spotted Knapweed\, Common Mullein\, Field Bindweed\, or others you have picked out from their profile photos on the Noxious Weed Species list at the Colorado Weed Association: https://www.colorado.gov/pacific/agconservation/noxious-weed-species \n            People like to mow or dig\, depending on the plant. Replant with non-invasive\, native species found at Low Water Native Plants for Colorado Gardens Mountains 7500’ and Above.  https://conps.org/wp-content/uploads/2017/02/Native-Plant-Guide-Mountains.pdf \nAlso\,there is a good Boulder County website on noxious weeds – https://www.bouldercounty.org/property-and-land/land-use/noxious-weeds/identification-of-noxious-weeds/  helps identify they and how to treat them. \nForestry Report-Virginia reports that there is a county group getting together and sharing information.  The CU Natural Hazard Center is doing asset mapping.  Caroline Ashley is looking into funding for her mitigation work.  Maya from the Fourmile Watershed is working with her and the State Forest Service – a good resource.  Contact Virginia for contact information.  Virginia encourages everyone to encourage their neighbors to participate in the Wildfire Partners Assessments and mitigation. \nTony added that Colorado State Forest Service is trying to take care of the slash piles and doesn’t intend to leave them. \nKaren Simmons came across dying trees on the south side of her property and is concerned that the grey clay road stuff is bad for them.  Pam noted that there are catchment basins used in some places to deal with run off and Gretchen added that the road people have been ditching seriously as they are working on the roads\, which should help.  Tony said that there is an input form on the County Transportation website – let them know your concerns. \nTony added that the Meadow is ours and do we need to mow it for wildfire mitigation?  Virginia suggested goats.  Gretchen will get copies of the deed to the Meadow to the board members. \nWildfire Partner Days – Virginia asked if it would be ok to use the town logo on the postcards being sent out to notify the community about the assessment programs\, etc.  Rick moved to use the logo\, Bear seconded and the motion passed unanimously. \nTown Clean Up – The best available date for the clean up for the Inn and the County is June 29th  and Bear graciously agreed to move the Bocce Tournament (usually the Saturday before the 4thof July) to Sunday\, the 30th.  And\, yes!  We do need volunteers \nHistoric Zoning – Bear reported that Joyce Robinson’s project is progressing.  Also Greg Buis would like to add on to his house on Pine Street and will have plans soon. \nCemetery – Chellee Courtney has a really interesting new book out about the history of the Gold Hill Cemetery\, Digging Up the Dirt\, and it’s for sale at the Museum. \nMining – Gretchen reports that there hasn’t been much obvious activity\, they did get an extension on their permit process\, which should up soon.  \nGHFPD – Rick Sheingold stressed that if there is an emergency\, don’t hesitate to call 9-1-1. \nUpcoming Events \n Town Clean-Up- June 29th \nBocce Tournament – June 30th \nGHFPD 4thof July Pancake Breakfast and Parade \n  \nRespectfully Submitted\, Gretchen Diefenderfer\, Secretary \n  \n

If possible\, and as a tribute to Laura’s dedication to good diet — try to make sure it is vegan / gluten free. I hope we can all share our great memories of her. \nSince I am flying solo and doing the whole shebang\, and Gold Hill is not ideal for lots of parking — please carpool if you can. The obvious spots for parking around the cemetery — in front of Gold Hill town meadow on the side opposite the actual meadow. Parking closer to my house for the pie and refreshments can be had by parking across the street facing west towards the mountains. Please do not park at the fire dept or any space designated for firefighters \nI appreciate your attendance. It’s been a very long road and I sincerely thank you and your family for being part of Laura’s life and very supportive of her these many many years. I really hope you all are able to make it. \n*Unfortunately Hans\, Laura’s son residing in San Francisco with his father\, has become very insincere. He has canceled coming or providing me any ashes to place at the cemetery at the last minute. I encourage you all if he by chance shows up\, to embrace Laura’s son in nothing but love and support. DESCRIPTION:2019 Spring Clean Up \nSaturday\, June 29 \n9 a.m. – 2 p.m. at the Bluebird Lodge parking lot. \nFor all within the Town Meeting boundaries  \nDIVERSION is the focus again this year.  Boulder County supports our diversion/recycling efforts\, but they are no longer providing any money for trash disposal.  We will be getting one dumpster for trash and\, since we will have to pay for it ($795)\, we will need to charge (rate sheet at the end).  \nThree Dumpsters will arrive between 8:30 and 9:00 a.m. – 1 for junk/trash (we will need to collect a fee for trash and donations for the diversion stuff)\, one for metal\, one for wood – slash and general wood/lumber as in the past.  Please don’t come with stuff earlier than 9:00.  \n***And\, yes\, please\, we need volunteers to help!*** \nTo volunteer\, please contact me\, Gretchen Diefenderfer\, at gretchend@nullmac.com  (303-442-3847). \nDIVERSION (see http://www.ecocycle.org/charm).  \nMixed rigid plastics (playground stuff\, coolers\, etc.) and Styrofoam  \nTires – no rims. \nElectronics\, small appliances \nAppliances – refrigerators! \nMattresses \nHousehold hazardous waste (HHW) \n            Oil\, Antifreeze \n           Car batteries \n            Latex paint \n  \n        METAL Container– No liquids – No fridges – No tires on rims (just rims are ok!) – No batteries –No paint cans with paint still in them.  We will take fridges and tires this year\, but they have to go in the diversion trucks [there will be one for tires and appliances\, one for HHW\, one for mattresses\, and more for electronics.   Wire fencing and barbed wire are ok \n WOOD Container– No chemically treated wood including stain or paint – No nails in the wood (although a few seem to be ok\, just not an excessive amount) – No particleboard.  Slash is ok – no longer than 18” (be judicious with this – there is only one dumpster and it can’t take a forest of slash)  \n        TRASH  Containers  – junk – No recyclables!  We need to pay for this and will need to charge for trash. We also request donations for the diversion items.  Please remember that it would be much more expensive to take a truckload to the dump or to Nederland (a carl load taken to Nederland is charged $25 and a small pick up is $40). \n         $5 per large trash bag \n            $15 – $18 per car\, van\, or SUV (less for just a few things) \n            $25 per pick-up truck or trailer full \n            $30 – 40 per vehicle with trailer \n Repurposing – We encourage people to bring stuff that others might want.  Be prepared to pick these items up if no one wants them\, or for them to go into the dumpsters.  We will take some stuff down to donate in Boulder\, either to second hand stores or to Resource 2000.  But don’t forget we will have the town bake/rummage/craft sale in September\, too. \n Any propane bottles must be vented and this means the entire top mechanism must be removed.  Just opening it does not suffice. We made this mistake once and it cost us \nIt’s amazing how much stuff piles up!  This is your chance to clear that stuff out! \nTony Vrba\, our Chair of the Gold Hill Town Meeting\, would like to encourage people prior to the 23rdto clean up areas around the community.  Several people do this frequently\, on their own\, and it would be nice to get a group effort going.

DESCRIPTION:GOLD HILL MEETING NEWSLETTER \nMinutes of the April 8\, 2019\, Town Meeting \nNext Town Meeting will be Monday\, June 10\, 7:00 p.m. at the Community Center \nThe meeting was called to order by Vice Chair Marielle Sidell. There were 13 people present: Dina Elder\, Seth Porter (Adaptation Services Group)\, Member at Large Dan Maedke\, Marielle\, Bob Mason\, Treasurer Martha Knapp\, Pam Sherman\, Marcus Moench\, Maggie Simms\, Cat Russell\, Mary Ryan\, Virginia Schultz\, Secretary Gretchen Diefenderfer. \nThe meeting opened with Seth Porter with Adaptation Services Group (he is also one of the initiators of Wild Fire Partners)\, who has been hired by Boulder County to assist our Gold Hill Sustainability Committee for four months with climate modeling using local data\, and proposed strategies for climate adaptation over time.  The end result will be a paper for our committee\, as well as support in performing some activities over the coming several months.  Their first meeting was Friday\, April 5\, and they looked at many issues including possibilities for Wild Fire Partners being enhanced for Gold Hill to include water testing\, well backup strategies/devices\, trees (for planting)\, community emergency planning event\, and additional energy smart support. \n            One idea is to explore the potential for a community-owned solar array with onsite storage\, particularly in emergencies. \n            Dina asked what a 10º rise in temperature means for us as far as health impacts and increased fire danger.  One goal is to get the whole community of Gold Hill wildfire certified.  Marcus added they also looked at fire-resistant species to help buffer us against fires\, as well as what we can do with rooftop rainwater collection\, as the state laws have changed. \n            Bob wondered\, given the certainty of increased temperatures and uncertain precipitation\, if people can even live here in 50 years.  He believes one key to survivability is working to maintain soil moisture and how to best contribute our individual efforts to the large-scale efforts that will be needed. \n            Dina said the plan is to engage the community and get us all on the same page.  Seth added that\, yes\, how to make a difference is immensely complicated in our complex world.  Climate change is here now and we have to take action. \n            Maggie pointed out that none of us are made of money and wondered if the committee could work on ideas for how we can produce money to help carry out our ideas for community-wide efforts.  The Fire department has recently added large cisterns to our water storage capabilities for firefighting. \n            Marcus feels like there are a lot of ways to get funding for sustainability stuff from short-term mitigation work to our visions for the future.  The County is behind us. \nMinutes of the February 4 GHTM – were approved as published. \nTreasurer’s Report – Martha reported at the previous regular Town Meeting in February 2019 our total cash assets were $12\,646.56. Overall total expenses $336.  Fund transfers: none \nCurrent fund totals: General Fund $646.01; Cemetery $5\,489.85; Safe Link (combined funds for SafeSite\, AirLink\, NeighborLink projects) $2\,847.75; Community Planning/Fundraising $1000; Forest Management $0 (zero;) Community Relief $2\,326.95. \nGold Hill Resiliency           Committee  – Virginia passed around a wildfire risk map for our area.  Caroline Ashley is working on grants for her property mitigation work. Wildfire Partners will again send out postcards to encourage people to get their assessments.  They did get 20-30 people interested last year\, but she doesn’t know how many have completed the work.   The chipping program will be different this year – we’ll see what develops. \n            Martha pointed out that\, for those who have cisterns\, emergency water is available with a bucket and rope\, or a generator. \n            Virginia reported that a lot of interesting ideas came out of the March 23rdmeeting on solar options and soil water retention.  They looked at resources and watershed health\, encouraging native plants\, what can we actually do as far as water collection\, what about sheep or goats for weed control\, composting.  There is now a CSA – 8 families have bought 3 shares with Black Cat. \n            Bob Mason said that it’s important to keep water where it falls for soil remediation\, to keep control of the water running down roads\, etc.  It will require regrading\, ditching\, etc.\, with an eye to directing it to replenish the soil. \nSafeLink –  Pam brought a big medical bag donated to us by the Red Cross.  The school is the de facto SafeSite (our place to gather in an emergency) – we’re operating under an old agreement with them and working on a new one.  It was decided to put the bag inside the tuff shed behind the Firebarn for now.  The keys for the shed\, which has some emergency gear for the town\, are right inside the Firebarn on a wall of keys. \nCommunity Picnic – This idea surfaced a while ago and a tentative date of June 22 is proposed.  One suggestion is to include a movie night near the bocce court. \nNeighborLink – Deb brought up the welcome buckets that are given out to new community members.  They include a booklet with all kinds of town information – groups\, town events and parties\, the Fire Department\, the Town Meeting\, helpful contact information.  We thought it might be a good idea to print up more for general distribution.  They cost $3.75 each for 100.  Everyone thought this was a good idea.  Martha pointed out that there is money in the SafeLink account that can be used. \nIMA (InterMountain Alliance)– Pam reported that the County may hire a professional person to work with the IMA to make sure the County knows about our mountain concerns – that our concerns all are not like those of the City of Boulder. \nMuseum – Marielle spoke with Deb before the meeting and she reports that the Community Outreach meeting and party will be July 12.  Ed Raines will give a talk on Tellurium – our Gold Hill Mines are one of the few places on earth where Tellurium is found. Gretchen added that we are working on the 2020 Calendar and there are still 2019 calendars available for half price. \nTown Clean-Up – The County will again support our recycling/repurposing efforts and we would need to pay for a trash dumpster or two.  The consensus was that it is an important community event and a worthwhile effort that helps us all\, particularly those for whom it is not easy to take stuff to Boulder or the Nederland transfer station.  We collected enough money in fees last year to pay for most of the trash dumpsters.  Addendum: The date that works for the Inn and the County turns out to be Saturday\, June 29.  This would traditionally be the Bocce Tournament\, but Bear agreed it would work to move the tournament to Sunday\, the 30th.  \nMovie Making in Gold Hill – Periodically Main Street will be closed in front of the Gold Hill Store May 19 through the 22nd. \nRespectfully submitted\, Gretchen Diefenderfer\, Secretary \nP.S. (April 29\, 2019) — The Roosevelt National Forest’s Boulder Ranger District is seeking volunteers to assist with Stewardship Days this spring. The goal is to contain the spreading resource impact caused by dispersed camping across the ranger district. Planned work could include reducing\, combining or erasing the footprints of some dispersed campsites\, as well as installing vehicle barriers\, buck-n-rail fence and signage to manage existing sites. \nPlease RSVP via e-mail to Jared Smith at jared.a.smith@nullusda.gov with the date and location you are interested in attending as the e-mail’s subject line. The RSVP helps staff plan appropriately for the number of people and update participants on any changes due to weather. If any groups are planning on attending\, only one person needs to RSVP with how many people are planning on attending. \nThe Forest Service will provide hardhats and all necessary tools.
