Further nominations were called for\, but were not forthcoming and Emma was elected by acclamation to cheers all around. \nVice Chair – Mari expressed her thanks for being allowed to serve as vice-chair\, but added that she cannot do it anymore as she will be writing her dissertation and nominated Sarah O’Brien\, seconded by Gretchen.  No further nominations were heard and Sarah was elected by acclamation.   \nSecretary – Gretchen announced that\, if anyone else wanted to be secretary\, she would be happy to step down. Dan nominated Joanne who responded with a resounding no!  Mari seconded Gretchen’s nomination and as there were no more nominations\, Gretchen was elected by acclamation. \nTreasurer – Martha said that she enjoyed her years as treasurer\, but respectfully declined to run again.  Emma said that Rick Sheingold had expressed an interest some time ago and nominated him.  Val seconded. Martha saw him walking by her house and called him in to join the meeting.  Rick stated that he was starting to get very  busy and can’t accept at this time.  No further nominations could be elicited.  Martha was asked if she would continue until we could find another candidate\, but she said no. She pointed out that it’s a lot of responsibility on top of keeping the books.  There are reports to file with the Feds and the State\, plus numbers to pull for grants. Mari said that she would volunteer to function as the interim treasurer until we can find someone willing and able.  Everyone agreed to look for another candidate\, who could be approved by the Council post-election. \nMember at Large – Dan would like to step down.  Mari had sent an email to Marcus Moench asking if he would be interested\, but he said only if no one else would agree.   Mari nominated Marcus and Dan seconded.  Duties: Fundraising\, including buying t-shirts and glasses\, bake and rummage sales in the past.  Dan is willing to assist a new Member at Large.  Sebastian expressed an interest.  Dan nominated Sebastian\, Emma seconded\, and a vote was held.  The vote was 16 to 2 in favor of Sebastian. \n  \nCOMMITTEE REPORTS \nMountain Stewards – Virginia reports that Maya MacHamer is working with Mountain Stewards on the Wildfire Week\, date TBD.  She also announced events:  Gold Hill Observe and Sketch Nature Walk\, August 14 from 8:30 to 10:00 am\, and Conversation about all things Fire on August 28th – contact The Watershed Collective (erin.bloulderwatershedcollective.org) – Emails to be forthcoming.  \n  \nForestry and Forest Management – Virginia reports that the mitigation project should be starting soon.  She attended a forestry nature walk that was good and well attended.  Val asked how the $29\,000 grant money is to be spent\, but Virginia replied that it’s early stages yet and not decided. \n  \nGold Hill School – Chrissy reported that School starts Wednesday\, the 18th.  There are three new kindergartners – Wilder\, Ezra and Gabriel!  Sue has retired after 12 years and everyone wishes her well.  They have a one year assigned teacher\, Gaye Paxton from Ward\, and will be looking for a new full-time teacher for the following year.  They are anxiously awaiting the BVSD recommendations to the School Board and then they will have a better idea of what school will look like.  They are hoping to have Pam Sherman in school who is working on permaculture and working with the kids along with Steve and Dina.  They haven’t done any fundraising since the pandemic. \n  \nMuseum – Gretchen reports the 2022 calendars are out and for sale at the GH Store\, the Inn\, the Red Store\, and from Marie.  Boyd reports that the board has decided to require masks in the Museum.  Things are going really well.  The evolution of outhouses exhibit has been interesting for people.  Coming back from COVID has meant things are always in flux\, but it’s turning out to be a good year. \n  \nCommunity Fund Raising – Dan is happy to work with Sebastian. Wondering if people will be able/want to gather in a large group\, possibly with masks.  Sebastian said the Bake Sale has always been wonderful.  They will consider the options.  Gretchen added that she would really like to see the bake/rummage/craft sale come together if possible. \n  \nCemetery – no report \n  \nCommunity Center – Gretchen reported that the 909 Pine investors are really interested to see the survey results.  Mari said that the results have been released to the committee (39 pages)\,  and there seems to be quite a lot of interest in a Gold Hill town space – they got 97 responses.  Now the committee has to schedule a time  to meet soon and get the info out asap.  The 909 people would like that in order to figure out how to move on.  They originally set a time frame of knowing the desires of the town within a year\, and if it amounts to selling it\, good weather would be a better time.  They bought it kind of precipitously because it seemed to be a good deal and could possibly serve the community\, but\, if the decision is no\, they would like to sell it to some young people in town.  They’ll have to figure out how choose who that might be without starting a bidding war and driving the price way up.  The intention is to get  an appraisal to give them a better starting place. \n  \nSafeLink/NeighborLink/AirLink – Deb reports that NeighborLink is moving along getting its ducks in a row for communications in case of emergency.  AirLink – Pam reports that it’s really a robust\, active group.  They meet weekly on Ham radios.  They’d like more people to join – it’s a great way to know what’s going on in an emergency.  Let Dina know if you’re interested or have questions.  Deb recommended that Dina put out a notice.  Pam said there is a technician class coming up. \n  \nWeed Management – Pam reported that she and Virginia are meeting with Maya about bringing goats to Gold Hill in a well-managed way – that’s a complicated conversation.  Anyone who would like to join the conversation\, please contact Pam or Virginia. Mari asked of homeowners can rent goats.  25 years Loni Lanning (?) was here and is now is now in the biggest goat weed management business. \n  \nHistorical Zoning –  no report \n  \nFire Department – Leslie reported that trainings continue.  Addendum – Three new volunteers all took the 130/190 Basic Wildland course and passed with flying colors: Jay Clark\, Mike McNett\, and Danielle Maida.  Kudos! They have had a number of calls and really need more volunteers – particularly medical volunteers: EMRs or EMTs.  There is an EMR class scheduled for the end of September to December.  Some of it will be online plus Saturdays hands-on.  They had one campfire call and the Sheriff was there responding.  Some other areas are closed and they know we’re impacted. Emily asked if it’s possible to close Rocky Point to fires.  Leslie said it’s possible for the community to petition\, but that has previously gone nowhere.  Roads 453 and 456 are on the Forest Service docket to put in rings and close off the tiny places\, decreasing the fire spots from 40 to 20.  Joanne added that the Fire Ban is being lifted as of tomorrow. \n  \nSpeed Study – Emma reports that the County has finished the study and we’re supposed to hear results within the next couple of weeks – she hasn’t been able to get an update or information yet. She will send out info out to the town as soon as she gets any. She has seen some awesome “Children at Play” signs.  Leslie noticed people parking on both sides of streets and wonders about more permanent signs saying parking on one side only.  The Fire Department puts up temporary ones on the Fourth of July.  Kris reported on a good “Kids on Bikes” signs on Lickskillet.  Chrissy put out a wagon with signs – we have like 10 kids near the crossroads and several people are trying to figure out what to put out.  Martha saw a box near the corner by her house and thought it was probably the speed study equipment. Deb noticed that when there are a lot of people in town\, they start parking in front of mailboxes\, too.  Also\, there is high grass interfering with visibility at the corner of Prospect and Main.  \nPeter added that when they did the original study\, he requested that the County hold a public meeting\, but that never came about.  He did think the surreptitious box Martha spoke about was perfect.  Chrissy wondered about having a 4-way stop at the crossroads.  Peter replied that the County uses the Manual of Uniform Traffic Control Devices\, so there is an actual formal process\, based on volume\, speed\, etc. to decide.  \n            Mari said that events and businesses draw traffic.  Could we request that business people having events send out info on parking? Leslie said that the Inn has a request on their website for people to park responsibly.   Deb asked about suggesting parking down Fourmile on one side and cones in front of mailboxes. Emma suggested that maybe our new vice-chair could meet with business owners about parking issues and Sarah said she will do it! \n            Chrissy said that Rick Sheingold has a new electric weed whacker and could maybe weed whack the corners?  Peter replied that weeds in the County right of way are their responsibility and we should contact them.  Val pointed out that we should talk to our neighbors first.  Boyd agreed that we should check with owners of the property and said that he could do some weed whacking\, too.  Kris G is also ready to weed whack. \n            Gretchen pointed out that when cars park all up Horsfal\, two cars cannot pass.  Someone has to back up until they can  pull into someone’s driveway!  It’s a disaster waiting to happen. \nEmma asked Leslie if the fire department has cones.  Not really – only a few on the trucks.  She added that when she was Mayor\, the County put up signs limiting parking and she thought the law said no parking some number of feet from an intersection.  Also\, people often seem to ignore legal signs – she was 20 bicyclists blow right through the stop sign on the west end of town \nEmma summarized that obviously parking issues are a big concern for all of us and:                     \n1) We need to get the County report \n2) We need to talk to the business owners \n3) People with cones \, please put them out \nChrissy added that we also don’t want to pollute the town with signs – cones work – maybe the town meeting could purchase some. \n            Peter suggested that maybe we should have a special town meeting with the county traffic engineers and roads people about all these issues and trouble spots.  Emma suggested that we could vote on buying cones\, but Sebastian volunteered that they have 7 they could lend. \n  \nTown Clean Up – Gretchen reported that it went well\, rain and all.  Lots of people helped and it was very much appreciated.  We ended up getting two dumpsters by mistake\, but we filled them up and people donated enough to pay for them!  Some generous people donated to help cover people who couldn’t.  Our community spirit at work is a wonderful thing. \n  \nWildfire Mitigation Week – Timing still to be determined.  We have grants for this year and possibly next near\, too. Please reach out if you are interested in planning or have questions. \n  \nFire Ban Over – Emma pointed out that everything is drying out – don’t forget to clean out gutters\, weed whack\, clear vegetation around dwellings. \n  \nRespectfully Submitted\, Gretchen Diefenderfer\, Secretary \n  \n

DESCRIPTION:Our Fourth of July Parade is ON!  No pancake breakfast at this time. \n \nWe’ll line up at the fire station beginning at 11:30. Parade begins at noon. Walkers and floats will precede the fire engines by several minutes in order to avoid the engine fumes and some of the noise\,  so don’t be late. \n \nWe’ll line up floats and fire engines on County Rd. 52 (Gold Hill road) going west from the fire station. Walkers can line up at the station as space allows. Line up on the NORTH side of the road to allow outside traffic to flow until the parade begins. Do not line up Gold Run Street. We need to keep this open for traffic flow. \n \nI will be parade marshal this year if you have questions.\n \nSee you there!\n \nVal Crist\n303 440 9926

SUMMARY:Walk With a Forester through part of Gold Hill Mitigation Project
DESCRIPTION:Please join the Boulder Watershed Collective for a walk with Ben Pfohl\, Supervisory Forester from the Colorado State Forest Service\, to learn more about how a forester sees the forest.  In addition to decreasing wildfire risk\, we are stiving to improve the health of local forests.  We will learn what landscape characteristics provide indicators of forest health specifically around Gold Hill and how the forest would benefit from restoration.\n\n \n\n\nWho: Gold Hill Residents\n\n\n\n\nWhat: Walk With a Forester\n\n\n\n\nWhen: Friday\, July 2 from 3-5 pm\n\n\n\n\nWhere:  Meet at the Bluebird Lodge to walk the North Trail\n\n\n\n\nWhy: To Understand Indicators of Forest Health \n \n\n\nThis is an informal walk intended to generate questions and conversation along the way.  We will walk a portion of the North Trail through the forest treatment area.  This will be a slow paced\, easy walk.  Topics might range from tree species\, forest density\, slopes\, mistletoe/beetles\, previous mitigation\, etc.  Forest restoration is not just about thinning trees! Learn about the complex decisions that inform restoration projects. \n\n\n\n\n\n \n\n\n \n \n \n\n \n\n \nMaya MacHamer\nDirector\n \nBoulder Watershed Collective\n1740 Fourmile Canyon Dr.\nBoulder\, Co. 80302\n(c) 303-817-2261\n(o) 303-449-3333\nboulderwatershedcollective.org \n\n \nI recognize that the Boulder Creek watershed sits upon land within the territories of the Ute\, Cheyenne\, and Arapaho peoples. SUMMARY:2021 Spring Clean Up
DESCRIPTION:2021 Spring Clean Up\nSaturday\, June 26 \n9 a.m. – 2 p.m. at the Bluebird Lodge parking lot. \nFor all within the Town Meeting boundaries  \nDIVERSION is the focus again this year.  Boulder County is a great support for our diversion/recycling efforts\, but they are no longer providing any money for trash disposal.  We will be getting one dumpster for trash and we will have to pay for it ($795)\, so we will need to charge (rate sheet at the end).  \nThree Dumpsters will arrive between 8:30 and 9:00 a.m. – 1 for junk/trash (we will need to collect a fee for trash and donations for the diversion stuff)\, one for metal\, one for wood – slash and general wood/lumber as in the past.  Please don’t come with stuff earlier than 9:00.  \n***And\, yes\, please\, we need volunteers to help!*** \nTo volunteer\, please contact me\, Gretchen Diefenderfer\, at gretchend@nullmac.com  (303-442-3847). \nDIVERSION (see http://www.ecocycle.org/charm).  \nMixed rigid plastics (playground stuff\, coolers\, etc.) and Styrofoam  \nTires – no rims. \nElectronics\, small appliances \nAppliances – refrigerators! \nMattresses \nHousehold hazardous waste (HHW) \n            Oil\, Antifreeze \n           Car batteries \n            Latex paint \n  \n        METAL Container – No liquids – No fridges – No tires on rims (just rims are ok!) – No batteries – No paint cans with paint still in them.  We will take fridges and tires this year\, but they have to go in the diversion trucks [there will be one for tires and appliances\, one for HHW\, one for mattresses\, and more for electronics.   Wire fencing and barbed wire are ok \n WOOD Container – No chemically treated wood including stain or paint – No nails in the wood (although a few seem to be ok\, just not an excessive amount) – No particleboard.  Slash is ok – no longer than 18” (be judicious with this – there is only one dumpster and it can’t take a forest of slash)  \n        TRASH  Containers  – junk – No recyclables!  We need to pay for this and will need to charge for trash. We also request donations for the diversion items.  Please remember that it would be much more expensive to take a truckload to the dump or to Nederland (a carl load taken to Nederland is charged $25 and a small pick up is $40). \n         $5 per large trash bag \n            $15 – $18 per car\, van\, or SUV (less for just a few things) \n            $25 per pick-up truck or trailer full \n            $30 – 40 per vehicle with trailer \n Repurposing – We encourage people to bring stuff that others might want.  Be prepared to pick these items up if no one wants them\, or for them to go into the dumpsters.  We will take some stuff down to donate in Boulder\, either to second hand stores or to Resource 2000.  We don’t know if we will have the town bake/rummage/craft sale in September\, too. \n Any propane bottles must be vented and this means the entire top mechanism must be removed.  Just opening it does not suffice. We made this mistake once and it cost us \nIt’s amazing how much stuff piles up!  This is your chance to clear that stuff out! \nAnd\, yes\, please\, we need volunteers to help –  please contact me\, Gretchen\, at gretchend@nullmac.comor 303-442-3847    THANK YOU!

SUMMARY:Next Regular Town Meeting will be Monday February 8\, 7:00 P.M. by Zoo
DESCRIPTION:GOLD HILL TOWN MEETING NEWSLETTER\nMinutes of the December 14\, 2020 Town Meeting by Zoom \nNext Regular Town Meeting will be Monday February 8\, 7:00 P.M. by Zoom \nThe meeting was called to order by Chair Emma Dirolf. Thirteen people (if I missed anyone\, please let me know) checked in: Emma\, Deb Yeager\, Val Crist\, Marcus Moench\, Elisabeth Caspari\, Sarah Davis of S.R.D. Consulting\, Secretary Gretchen Diefenderfer\, Dick Cole\, Leslie Finn\, Emily Rose\, Vice-Chair Mari Sidell\, Virginia Schultz\, Chris Dirolf \nEmma then introduced Sarah Davis\, our Boulder County Consultant\, to present the summary of the Resilient Renewal Design Initiative (https://www.resilientgoldhill.com/feasibility-study)\, the study conducted for Gold Hill with our Technical Advisory Committee composed of Marcus\, Elisabeth\, Dina and Mark Elder\, Bob Mazurkiewicz\, Paul Melamed\, Virginia\, Cat Russell\, Heidi Kessler and Richard Roth. The goal of the study was to evaluate the technical\, economic\, social and environmental feasibility of providing the community with renewable energy. It kicked off in Feb. 2020 and met monthly looking at solution brainstorming\, feasibility\, and prioritization. The most feasible solutions seem to be for individual households: energy efficiency\, rooftop solar installations\, and home battery back-up systems. Other areas of consideration are a Community Center Solar Microgrid although there are regulatory challenges with Exel Energy. Other considerations: local water supply\, communication issues\, electrical vehicle charging\, mobile battery storage trailer\, neighborhood hubs. They looked at the technical feasibility\, financial feasibility and regulatory feasibility of all the solutions considered\, and the possible path forward – the need to create a non-profit quasi-governmental entity\, benchmarks and system tracking progress. Phase 1 – Funding for bulk purchasing for solar systems\, battery storage systems\, etc.\, before the end of 2021. Phase 2 – Finding space for a Community Center – new or retrofit. Phase 3 – Future possibilities\, including wind energy and geothermal energy.\n	Addressing energy efficiency\, Virginia added the EnergySmart link: https://energysmartyes.cfom / and Cat Russell has a renewable energy survey we can all fill out at https://www.climateactionmaps.org/challenges\nFor more information\, the study is full of amazing information and there will be hard copies at the Store. You can also contact one of our Gold Hill members of the committee: Dina Elder: dina.elder@nullgmail.com\, Marcus Moench: marcus.moench@nullgmail.com\, Cat Russell: wildcat.russell@nullgmail.com\, Virginia Schultz: virginia.schultz@nullcolorado.edu They are looking at grants for funding from the State and the County. Reliable communication is top of the list. DOLA is revamping their funding. Virginia added that the USDA has all kinds of grants for conservation. Even FEMA is thinking of funding things before disasters strike vs. after. \nMinutes of the October GHTM were approved as published \nTreasurer’s Report – Martha emailed her report\nGold Hill Town Meeting Treasurer’s Report Summary: 12/14/2020\nAt the previous regular Town Meeting in August 2020 our bank balance was $17\,999.74. Our current total cash assets are $17\,297.10.\nRevenue Summary: Cemetery Fund donations $100\, General Fund additions $243.15 from pint glass sales totaling $217 and bank safe deposit box refund $26.15.\nExpense Summary: Cemetery miscellaneous expense $60.44; Liability insurance policy renewal $303 from the General Fund; and $682.35 food bank expense from the COVID-19 Response Fund.\nFund transfers: $300 from General Fund to Community Planning/Fundraising for t-shirt/pint glass expenses.\nCurrent fund totals: General Fund $3676.86; Cemetery $3\,105.21; Safe Link (combined fundsfor SafeSite\, AirLink\, NeighborLink projects) $2\,466.79; Community Planning/Fundraising $300; Forest Management $0 (zero;) Community Relief $2\,375.20; COVID-19 Response Fund $1\,373.04; Water Harvesting/Ag Education Grant $4\,000.\nAnticipated expenses for remainder of 2020: General Fund $50.00 for porta-potty maintenance. \nPrepared by\nMartha Knapp\, Treasurer Gold Hill Town Meeting\, Inc. 12/14/2020\nWe do still have money in the COVID relief fund to help people in need in this time of COVID – loss of income\, jobs\, medical needs. For information and the application form\, https://goldhilltown.com/ghtm-community-relief-fund/ Quite a bit of money has gone to help support the Gold Hill Food Bank also\, which serves the community on Mondays at 3:00 p.m. in front of the Gold Hill Hotel and Inn. \nCOMMITTEE REPORTS\nMountain Stewards – Email from Chrissy Maedke – How to sign up to be a Bee Safe Neighborhood – This program is now being sponsored through The People’s Bees https://www.thepeoplesbees.com \nThe idea is that you try to get at least 75 addresses to commit to either:\n•	Level One Pledge: I will not use any insecticide products that include neonicotinoids or systemic poisons on my property.\n•	Level Two Pledge: I will not use any insecticide products whatsoever on my property.\n•	Level Three Pledge: I will not use any insecticide products whatsoever on my property\, and will plant nectar- and pollen-rich flowers to feed the local bees.\nThey register online at: https://www.thepeoplesbees.com/pledge\nWhen a person registers\, the neighborhood is Gold Hill\, and I am the coordinator: Chrissy Maedke. (PS\, I am doing this as a citizen\, not as a teacher.) \nForestry and Forest Management – Virginia reports that there are big Wildfire Mitigation projects in the works. Maya MacHamer at fourmilewatershed@nullgmail.com is working with us and the Fire Department on plans for the north side of Gold Hill including the Ashley property and the Ashram. The old mitigation efforts will be re-mitigated and improved. We will have to burn slash piles and possibly do prescriptive burns as well. Chris Dirolf has participated in prescriptive burns and every little bit helps to thin trees and open the landscape. There is nice data on how much the mitigation work that had been done helped in our last fire. Emily spoke about the cutting that was done on the north side in the past and the slash was left. She had questions about how this will be dealt with. Virginia replied that this is a big project and there will be a full report and maps. The work on the top can be done with hand crews\, but the lower\, steeper parts will probably require big equipment. There will be opportunities for local input to make sure our concerns are addressed. Mari added that Maya is very available and willing to come to the GHTM and do community outreach. Chris Dirolf said that Tuesday\, Dec. 15 is the Fire Board Meeting and they will be looking at this project and touching base with Maya on Thursday. Emma is happy to invite Maya to come to our February and April GHTMs so we can tell her our concerns and find out about the plans.\nGold Hill School – no report \nGold Hill Museum – Deb reports that they are finishing up the year and there are still things available for sale: towels\, t-shirts\, etc. Call Deb at 303- 449-0454. \nCommunity Planning – no report\, Cemetery – no report\, Community Center – no report \nFood Pantry – Deb reports that the Foot Pantry is still distributing food on Mondays in front of the Gold Hill Hotel and Inn at 3:00 p.m. They are working on getting the refrigerator and freezer used for storage wired – they’re temporarily hooked up with extension cords at the Firebarn now. \nSafeLink/NeighborLink/AirLink/Emergency Preparedness/Communications –\nDeb reports that NeighborLink\, our glorified phone tree\, is still getting updated and we’re working on how to get information to everyone in emergencies\, how to reach new people and let them know about how to get connected to make sure they hear about evacuation orders\, and get signed up with the Office of Emergency Management (boulderoem.com) for Everbridge (the County’s reverse 9-1-1) www.boco911alert.com. We’re working on a survey to find out how everyone wants to be contacted\, who all lives in each house\, their email address\, etc. Virginia added that OEM is coming out with a new hazard mitigation plan as well. More revised information will be included in Welcome Buckets. \nWeed Management – Marcus noted extensive leafy spurge outbreaks that will need to be addressed. \nHistorical Zoning – no report \nFire Department – Leslie reported that COVID vaccinations are now happening and how soon the GHFPD gets them is still unknown. \nNon Discrimination Statement – Marcus said that we need a non-discrimination statement in the bylaws\, specifically to apply for grants. Here is what we came up with at our last meeting:\nThe Gold Hill Town Meeting\, Inc.\, does not and shall not discriminate on the basis of race\, color\, religion (creed)\, gender expression\, age\, citizenship status\, national origin (ancestry)\, disability\, marital status\, sexual orientation\, political affiliation or military status\, in any of its activities or operations. These activities include\, but are not limited to\, election of Town Council members\, participation by any members of the Town Meeting area\, selection of volunteers or vendors\, or potential hiring and firing of any staff. We are committed to providing an inclusive and welcoming environment for all members of the Gold Hill Town Meeting\, Inc.\, its partners\, guests and attendees\, volunteers\, subcontractors and vendors.\nGretchen moved that we approve this statement and add it to the bylaws and the motion carried. \nZoom for the GHTM – Virginia moved that we approve purchase of a professional Zoom account for town meetings and affiliated educational events. Mari seconded and the motion passed. \nEmma will reach out to Maya MacHamer and see if she can attend our next meeting to discuss the Wildfire Mitigation planning for Gold Hill\, and to Pam Sherman about weed management. Someone suggested getting a town goat. \nRespectfully submitted\, Gretchen Diefenderfer\, Secretary

SUMMARY:GHTM Town Meeting
DESCRIPTION:GOLD HILL TOWN MEETING NEWSLETTER \nMinutes of the October 14\, 2019\, Town Meeting \nNext Town Meeting will be Monday\, December 9\, 2019\, 7:00 P.M. at the Community Center \n The meeting was called to order by Chair Marielle Sidell.  Fifteen people attended: Chris Dirolf\, Vice Chair Emma Salmon\, Treasurer Martha Knapp\, Chair Marielle (Mari)\, Josh Kravetz\, Cat Russell\, Ota Lutz\, Tony Vrba\, Maya MacHamer and Cat Price with the Fourmile Watershed Coalition\, Bear Carlson\, Poppy Copeland\, Member at Large Dan Maedke\, Dina Elder and Secretary Gretchen Diefenderfer. \nMinutes – were approved as published.  \nTreasurer’s Report – Martha reports – At the previous regular Town Meeting in August 2019 our bank balance was $12\,347.78. Our current total cash assets are $11\,147.78. \n Revenue Summary: Cemetery fund donations of $400.  \n Expense Summary: $600 advance for pint glass order; $1000 advance for Gold Rush event. \n Fund transfers: none \n Current fund totals:  General Fund $14.19; Cemetery $6\,339.85; Safe Link (combined funds for SafeSite\, AirLink\, NeighborLink projects) $2\,466.79; Community Planning/Fundraising $0 (zero;) Forest Management $0 (zero;) Community Relief $2\,326.95. \n           The General Fund only has $14.19 left because she hasn’t received the Gold Rush funds yet. \nSunset Trail Running Festival – Maya MacHamer\, Coordinator of the Fourmile Watershed Coalition\, attended to update us on the Sunset Trail Running Festival held on September 22. Their Coalition was organized in 2015 around flood recovery in Gold Run and Fourmile canyons.  They are not incorporated and operate under the fiscal auspices of the Fourmile FD.  Much of that flood recovery work is now done and they are transitioning to watershed health on a larger\, wholistic scale\, including resiliency\, forest health\, and wildfire mitigation\, in parts of Sugarloaf\, Fourmile\, Gold Hill\, and Sunshine.  They are part of the Boulder County Collaborative composed of lots of fire districts\, USFS\, State Forest Service\, Boulder County and the City of Boulder.  There has been a lot of cooperation and collaboration and they are now looking to bring all agencies together to identify projects and find funding. \n            So\, the Race!  The original race was a fundraiser for the Fourmile Fire Department.  It felt like a good opportunity for education and to create an intersection between the fire departments and the recreation community.  For this year\, Maya contacted Joe Grant\, a racer in Gold Hill\, and he knew Lee Troop\, an Olympic runner and race organizer.  Both donated their time and an incredible volunteer effort was organized. \n            The race generated $3\,500.00 for Forest Restoration\, and included 180 runners in five different races\, including a race for the Gold Hill School kids.  50 volunteers helped from the 4 fire departments.  The logistics went pretty well. They tried to offset the parking limitations with shuttles\, AMR donated a bus\, permits were waived by BoCo and the FS. The runners loved it and by all accounts the volunteers did\, too.  The 4 districts and the Ham radio operators used it for training and communications.  They hope to have this event every year. \n            They would like to put the funds into Gold Hill\, as the HQ of the race\, if there is an identified project.  They figure to double the $3500 with grants.  Dina suggested a soil health component.  She has been doing research and it fosters forest health\, watershed preservation and lessens wildfires and erosion. \n            Maya suggested that we proceed to identify a project by getting representatives from the 4 districts: Fourmile\, Gold Hill\, Sugarloaf\, and Sunshine.  Tony pointed out that Virginia Schultz has been working on a big project on Gold Hill’s north slope involving her 40 acres\, Caroline Ashley’s 150 acres and the Ashram’s 130 acres.  Chad has been doing work for them evaluating effective mitigation plans and goals for individual landowners which will help them as well as protect the town.  Both Gretchen and Bear and others supported the idea of supporting a north slope project – we’ve known for years of the danger to the community of fire on that slope.  \n            Maya has also looked at our old\, somewhat outdated CWPP (Community Wildfire Protection Plan).  She suggested something that fits into that. \n            Tony added that the Sustainability/Resiliency Committee pushed for more community members getting wildfire hazard and mitigation assessments from Wildfire Partners and possibly we could help people do the work to meet the requirements to get certified. \n            Martha reported that the Fourmile Fire was so intense that the soil was sterilized and wondered what we could do to help it recover. \n            Maya again stressed that we need to come up with representatives to meet and plan a project.  Grant application times are coming up and would help us generate more money.  Sunshine and Fourmile both have a mill levy dedicated to mitigation\, but we do not. \n            Dina suggested we have a test site in the burn area to see what helps.  With that it was agreed that Dina and Virginia be our representatives. \n            Dan heard from some community members that they had an issue about not enough information in advance – logistics – roads closed\, couldn’t get to their houses\, etc.  Tony said that the County issues permits\, they contact Chris Finn and he notifies GHFPD people.  The coalition sent letters\, put up signs and a town email went out – no one is sure what more can be done.  Dina suggested maybe we should conduct a town survey to see how it could be better handled.  Chris added that\, if it’s an annual event then people would be more prepared and Bear concurred. \nFuture Bike Rally – Josh Kravetz has three kids at the Gold Hill School and organized the bike rally through Gold Hill in 2016.  He has been talking to Dan Maedke about possibly combining the Gold Rush town fundraiser with a bike rally to raise more money.  He has a company called Adventure Fit and spoke about multiple ways to raise funds. His idea is to create a fall event with perhaps the school and the town as beneficiaries.  This generated a huge discussion. \n            Dan said that he doesn’t feel like we’re getting as much benefit as we could from the Gold Rush for the amount of effort that we put into it.  If we could lower the list of expenses and make more money\, we could do more things for the community.  We would need to figure out how the town feels about events and the impacts vs benefits.  Josh said that the cause needs to be something that people can get behind.  Josh thinks it could be a huge benefit and that cyclists and runners would support it. \n            Martha pointed out that the Gold Rush is a community event that townspeople participate in and she wouldn’t want that to get lost. She sees it as a socialization event\, with so much of the community working together\, that benefits us all.  \n            Dan thinks the two events could exist side by side – keep the small event\, plus a bigger event to bring more people.  Josh thinks the Gold Rush should continue plus the bike rally and maybe an old-fashioned hootenanny – close a section of Main Street. \n            Chris\, who is a forest/wildfire mitigation person\, and worked on the big mitigation project at Betasso\, and said money is a real factor.  If we are hoping to mitigate the North Slope\, we would probably need helicopters and they cost.  Also\, we should consider this asap – you never know when the next fire will occur. \n            Bear added that the Gold Rush is our main fundraiser for the Gold Hill Town Meeting and then if we try to make it so much bigger with a bike rally – it seems like a conflict – such a separate thing.  Also\, someone pointed out that there are only so many volunteers to help run events and it takes quite a few just to run the Gold Rush/Bake/Rummage/Craft Sale. \nAnother consideration is that the running race was close to the same time as the Gold Rush and then to add another event…? \nGretchen added that the idea of closing Main Street has not been a popular one.  Josh will put out a summary to send to the town.  We need to find out how the community feels. \n  \nCOMMITTEE REPORTS \nGold Rush – Dan presented a report comparing expenses and profits for 2018 and 2019.  Several people noted that there didn’t seem to be as many people this year as last.  Martha wondered why we spent almost twice as much on food this year as last\, but made so much less\, and Dan added that there was a lot of food left over.  \nHe again expressed his feeling that we need to make some changes – that it’s frustrating that we don’t make much for the amount of effort we put in.  \n \n  \nGold Hill School – Dan reported that the Fall Fiesta will be November 13th.  Also\, Janos Wilder and Dave Query are teaming up as chefs for a dinner at the Inn on October 22nd.  Archery and gardening are over now and they are starting to work on the school play. \nHistoric Gold Hill/Museum update – Deb Yeager emailed her report – We had a very successful summer at the museum which included the community outreach event on Tellurium with Ed Raines as our presenter.  Additionally\, we hosted the ANFRM meeting\, the Colorado Association of Front Range Museums\, plus an ice cream social in the Gold Hill Inn Beer Garden and a tour of our cemetery hosted by Chellee Courtney.  Currently\, we are in the process of constructing an 8’ x 12’ shed which will house our lawn equipment and supplies as well as and most importantly\, make us compliant with the ADA by adding a compostable toilet kindly donated to us by Shirley and Larry Hannert.  We are thrilled to finally be able to accommodate disabled guests and those museum visitors who need a facility. We will continue to have off street parking and we will not have to compromise the bell tower so all is well in the world of the museum.  We will be working this winter on the creation of our 2020 exhibits\, our 2021 calendar\, and training the museum board on how to record artifacts and appropriately log our museum treasures for perpetuity.  Additionally\, we are continuing to enhance our ‘friends of the museum’ format and are looking forward to reaching out to the newest members of our community for positions on our board and finalizing our community outreach for 2020.  We are constantly looking for more items for the calendar including but not limited to photos\, poetry\, recipes\, oral history and histories of properties\, old artifacts\, and papers that you may find in the recesses of your attic.  Please remember us when you come across those old things.  Gretchen added that we would love to have more people on the calendar committee\, too.  Contact Gretchen or Marie if you would like to join us. \nBear said he’d heard rumors about resurrecting the old Gold Hill bus.  Gretchen reported that an old White chassis (maybe not the original\, but from the same period)\, that Tim Walter used to drive the Bluebirds up to Gold Hill in has been living in the Weaver’s garage. Marcus and Elisabeth would now like to use the garage and the Museum board wants to restore it to something like its original grandeur (!) and possible give tours in?  We vacillate between thinking how wonderful that would be to how are we going to accomplish this and where are we going to house it.  Several people have volunteered to work on it and Tony added that she thought Bobby would help. \nMountain Stewards (formerly Climate/Sustainability Committee) – Tony reported that their prior mission was more about surviving emergencies\, including sustainability and resiliency.  They applied for a grant last year to study where to go forward with sustainability and resiliency\, particularly in the face of climate change.  There is a copy of the report at the Gold Hill Store and we’re working to link to it on the town website (goldhilltown.com).  They are now working on a more complete mission statement to include mountain stewardship more broadly.  They are meeting regularly now on the third Monday of the month at 6 pm. The next meeting will be October 21 at Tony’s house.  They have put in for a solar assessment grant through the County (since we are not an incorporated town) to make us more independent\, but haven’t heard yet.  They have also been focusing on water supply and water testing and have applied for a grant for $2000 to test peoples’ water.  \n            Dina made a motion that the GHTM support this grant application and administer the $2000 for water testing.  Ota seconded and it passed unanimously. Bear added that we have a bizarre water situation in Gold Hill with at least 5 different aquifers\, so especially in our community it would be good to have a way to test it.  Dina said that safe\, abundant water is our goal. \n            Tony reported that we now have a beautiful logo designed by a local artist.  Our focus is making a better community for the future.  We began by learning how climate change will affect Gold Hill and now will focus on resiliency and sustainability in the face of it. \n            Dina reported that Deb Yeager was working in the Museum one day when Todd Moses\, a geomorphologist who went to CU and loves Gold Hill\, visited.  He wants to make GH his pro bono project for the year – to evaluate at our overall water situation up here for us. He also has an amazing record for helping raise grant money – he writes the technical part. \nDeclaration of Climate Emergency – Cat Russell brought a Climate Action Resilience Map – a visual representation of all the subjects they have been addressing on how to develop our resources up here for a better future.  She reported that Boulder\, as well as Aspen and other communities in the US\, have declared a Climate Emergency and she went to the launch party in Boulder.  She would like to have an event here to invite the community to organize together\, to look at climate change and ways to reduce our impact to head off our contributions to it as well as how to adapt to it and maybe make our own declaration.  Looking at fundraising\, some things are free or not very expensive.  For instance\, it only costs about $10 a month to support wind energy with Excel Energy.  Also\, we could support the Climb by all riding the going to a sports bar or something together.  \nDan would like more information on climate change. Cat has trained as a climate reality trainer with Al Gore’s Climate Reality Project so she would be happy to make a presentation.  All over the country on Wednesday\, November 20\, there are events happening so this could fit right into that.  She feels that in the face of government inaction we need to reorganize ourselves as tighter communities to take the lead for ourselves. We have so many resources.  She has been teaching climatology for 17 years and Ota works with federal agencies (NASA) gathering data so together they have a lot of information useful to us. \nSo\, the plan is to have the presentation in November and the GHTM can take a vote at the December 9th town meeting on whether we want to go on record as declaring a Climate Emergency.  More information to follow. \nCSA (the food share group) – Mari reports that it will be continuing next year although they are looking into a different provider. Nine families split 3 shares this year.  Contact Deb or Mari if you are interested. \nSafeLink/NeighborLink/AirLink – Dina still has the GoTenna devices and she and Ota have been testing locations.  At their weekly meetings they have been discussing how the community would be able to communicate during a disaster – not just the Hams\, but a majority of the community.  These are tiny radio devices that\, paired with a smartphone\, enable text messages to hop from one to another and create a community web.  They need to be located within 20’ of each other or line of sight.  They cost $70-$80.  She is not sure what the next step is. \nHistorical Zoning – Bear reports that there are three projects coming up.  At 671 Main Street\, Paul and Anya want to put in solar panels. The HZ position on solar panels is that of course they aren’t historical\, but they are environmental so they support them as long as they are flush with the roof.  The second one is Boyd Brown’s project at 775 Pine Street.  And the third one is Mari and Ian’s at 541 College.  The general process is for projects to start at HZ first\, but in this case the County has issued permits before HZ was done with their process\, although there are still some to go.  Bear will pursue this with the County. Plans for the projects are at the Gold Hill Store for public inspection. \n Fire Department – Gretchen would like to point out that minutes of the Gold Hill Fire Protection District Board of Directors are on the GHFPD website –  goldhillfire.org \nNEW BUSINESS \nHoliday Potluck – Mari would like to reinstate our holiday potluck.  She will work on a date and location\, but sometime in December \n            Also\, bring your own cups to town meetings and Mari will bring water. \n  \nRespectfully submitted\, Gretchen Diefenderfer\, Secretary \n
