Notes from the February 14, 2022 Meeting

Next Town Meeting will be Monday April 11th, 2022, 7:00 P.M. by Zoom

 Chair Emma Dirolf called the meeting to order.  Only seven people attended: Emma, Marcus Moench, Virginia Schultz, Secretary Gretchen Diefenderfer, Leslie Finn, and Rick Sinner. As we did not have a quorum, this was not an official Gold Hill Town Meeting, no votes could be taken, but we decided to have a meeting and publish what news we had.

Minutes of the December meeting could not be approved, but there were no corrections or additions.

Treasurer’s report – no report

COMMITTEE REPORTS

Mountain Stewards/Forestry and Forest Management – Virginia reported that lots of things are happening.  The pursuit of solar bulk buying is moving along.  Cat Russell has made a Denver contact – step by step.  The committee is still working on a climate action map which will help look at the best ways to take action.

         Things accomplished: CSA (Community Supported Agriculture) was great last year and will be started up again this year. Electric vehicle charging station – they are waiting – there is new information all the time – they’ve looked at locations.  Attending the Marshall Fire debriefing yielded many lessons, i.e., wood fences just guide the fire along.  They are looking at how transfer funding and grant money in order to have larger impacts.

         May 7 is National Wildfire Community Preparedness Day.  Erin Fried of the Boulder Watershed collective sent the following email: The Gold Hill Mountain Stewards and The Boulder Watershed Collective want to let Gold Hill residents know about a national initiative: May 7th: Wildfire Community Preparedness Day. This national campaign, developed by The National Fire Protection Association, is a day focused around getting people and organizations together to take action to raise wildfire awareness and reduce wildfire risks. To help fund the cost of any ‘Preparedness Day’ projects you may have in mind, you can apply for $500 funds (https://webportalapp.com/appform/login/wildfireprepday2022) – deadline is Monday, Feb 28th, 2022.          The Mountain Stewards meet once a month.  The next meeting is March 7 at 7 pm.  Contact Virginia if you’re interested (Virginia.Schultz@nullColorado.EDU)

         As for the Grant ($29,000), they are looking for workers to help on May 7 and in June.  They have submitted an application to extend the Wildfire Grant as they have not spent all the money yet and the deadline is May 26.  Teams Inc. has a lot of labor available in June.  They can work on things like weed whacking, hauling slash, perimeter work on homes, flashing projects.  Julien with the Watershed Collective (WSC) is looking at costs.  How to get on the list?  Call Virginia 303-442-2226.

         The WSC is again looking to do the Sunset Trail Race and to use money raised to support wildfire mitigation.  Kris Gibson, Maya MacHamer, Marcus, and Leslie are working on more grants.

         Mill levy increase for the Fire Department – there was an informal discussion on Sunday at the Store – lots of questions – broad support there.

There were few other Committee Reports –

Museum – Gretchen reports that the Calendar Committee is gearing up for the 2023 Calendar and welcomes any ideas, pictures, poems, drawings, etc., as well as anyone who would like to join the committee.

Fire Department – Leslie reports that all personnel who needed CPR recertifications attended the class last Saturday.  New(ish) firefighter Max Mazurkiewicz finished the Fire Academy and is going to pursue his EMT this spring, which is huge for us as we need medical responders.  The County is finally plowing in front of the station, which is very nice. And they are plugging away at trainings.

Other Town News – Emma has heard from the Speed Study person and he will join us at the April GHTM.

Boulder County Transportation provided the following update: “The draft report is nearly done and [it will be sent out] internally to get concurrence probably early next week. After it has been reviewed, [they will] pass it along to [us]. [They have] also been working on finishing [the] speed management plan and should hopefully be ready for the next steps of the process around the beginning of the year.”

Happy Holiday Season!

Do you like to sing Christmas carols?  Do you like to hear a caroling group singing carols?  Would you like to go caroling on Thursday, December 16th, 2021?

If you’re interested in caroling, meet at the Pub on Thursday, December 16th at 5:30 pm.  Jay will have some great cider and hand pies for you to purchase to get through the hungries of the dinner hour.  We’ll provide you with lyric songbooks or a pdf of the lyrics.  We’ll carol as a group and visit the houses of those that want to hear our singing. It should be lots of fun and many of you have asked about singing Christmas carols around town.

If you like to hear Christmas carols, let Deb and Max know and we will stop by your house and sing to you.

Quick reminder – slash dumpsters!

This is a quick reminder that we have dumpsters available at the Inn parking lot for slash and old lumber.  An additional dumpster for slash will be delivered tomorrow (Thursday) morning — so please take advantage of it!  We’re planning to keep dumpster space available until Friday at 3:00 PM.   
 
If there isn’t space for slash in the slash dumpster, feel free to put it in with the lumber.  Please don’t put lumber into the slash dumpster!
 
An additional note: We also have some paid labor available to help move slash and old lumber for those who are unable to deliver it to the dumpsters themselves.  Please let Marcus know if you need assistance!

  1. Individuals to monitor dumpsters and make sure that general trash isn’t being put in them Thursday and Friday from 10:00 to 3:00.  One dumpster will be only for compostable slash.  The other can accept old lumber, etc., but not general trash
  2. Individuals who can vollunteer time and possibly truck space to help move slash and lumber from sites around town, particularly properties owned by older residents who can’t clear materials from their own property.
If you can, please meet at the dumpsters at 10:00 tomorrow for coordination.

Stage 1 Fire Restrictions Begin November 30 – Clarified

Boulder County, Colo.

These fire restrictions are for unincorporated Boulder County. If you live within, or are visiting an incorporated city or town, please check with that city or town directly to see what, if any, fire restrictions they may have in place.

We are enacting Stage 1 Fire Restrictions, effective at 12:01 a.m., on Tuesday, November, for unincorporated areas of western Boulder County. Formatting has been updated to more accurately reflect the restrictions.

The fire restrictions are being implemented due to the increasing fire danger, lack of moisture, and the forecast for above seasonal temperatures without precipitation. In addition, moderate to severe drought conditions exist throughout Colorado coupled with low resource availability that can impact the ability to obtain vital suppression resources if a fire erupts.
The fire ban PROHIBITS:
a. Building, maintaining, attending, or using an open fire, campfire, or stove fire. This includes charcoal barbecues and grills.
b. EXCEPT: Building, maintaining, attending or using a fire in constructed, permanent fire pits or fire grates within developed recreation sites, as specifically listed below in this Section (b)(i), and on private lands along with the use of portable stoves, lanterns using gas, jellied petroleum, pressurized liquid fuel or a fully enclosed (sheepherder type) stove with a ¼” spark arrester type screen is permitted.
i. The following developed and hosted recreation sites allow fire in constructed, permanent fire pits or fire grates, in accordance with USFS policies and closures.
1. Kelly Dahl Campground
2. Rainbow Lakes Campground
3. Camp Dick Campground
4. Peaceful Valley Campground
5. Meeker Park Overflow Campground
6. Olive Ridge Campground
7. Brainard Lake Recreation Area (Includes Pawnee Campground)
c. Fireworks sales, use, and possession, including permissible fireworks.
d. Shooting or discharge of firearms for recreational purposes except for hunting with a valid and current hunting license on public lands.

e. Smoking, except in an enclosed vehicle or building, a developed recreation site, or while stopped in an area at least 10 feet in diameter that is barren or cleared of all flammable materials.
f. Operating a chainsaw without a USDA or SAE approved spark arrester properly installed and in effective working order, a chemical pressurized fire extinguisher kept with the operator and one round point shovel with an overall length of at least 35 inches readily available for use.
g. Welding or operating acetylene or other torch with open flame except in cleared areas of at least 10 feet in diameter and in possession of a chemical pressurized fire extinguisher.
h. Using an explosive.
i. Parking motorized vehicles in grass or vegetated area that can come in contact with the underside of the vehicle.

Anyone found in violation of the fire ban may be convicted of a class two petty offense and may be subject to up to a $1,000 fine, in addition to any possible civil penalties. Higher fines may be imposed for subsequent offenses.

Slash Dumpsters arrive Dec. 1

 As part of on-going fire mitigation efforts dumpsters will be available for slash and other burnables next week at no charge. This went out by postcard a while ago but it’s important to remind everyone.
 
The dumpsters will arrive on the morning of December 1st and will be picked up on December 3rd before 3:00 pm.  We’ll have two of them:
 
  1. One for only for slash (compostable organics only!)
  2. One for anything that contributes to fire risks — old lumber, etc… 
 
This is for fire mitigation and not general trash!!!!    We’re planning to monitor the dumpsters, and it’s important for everyone to only use them for the intended purpose.

She is a Certified Permaculture Designer, Certified Rainwater Harvesting Practitioner, and Qualified Water Efficient Landscaper (QWEL) Certified and loves talking about incorporating rain barrels, rain gardens, and native plants into landscapes, protecting our water quality, and how to choose garden designs that stack multiple beneficial functions including beauty, habitat for pollinators and diversity.

Mill Levy Increase of 16.00 mills from 6.64 for total of 22.64:

  • Process overview.John Chml, Esq.
  • Why :
    • Current budget from property tax generated $42,368.00.
    • We need to improve our abilities to respond to emergencies, fire, health and accident.
    • Upgrade current services and equipment.
    • Wildfire threats mean we should conduct more mitigation for our residents.
    • Timing:Language ready in January 2022. Certified in March, ballots mailed in April,  for May 2022 Special Election.
    • If successful, mill levy would start in 2023.
    • Undertake analysis of existing fire barn and develop a strategy to improve or replace.
    • Goal of improving ISO insurance rating from 10.

Barbour Cistern Contribution  Offer of $2,500.00.

  • Lefthand requires $5,000.00
  • Fourmile requires an amount equal to $1.00 per gallon and a basic response of 10,000 gallons

Don’t forget! Gold Hill Holiday Boutique Saturday

GOLD HILL “FLASH MOB” HOLIDAY BOUTIQUE…..on Saturday, November 13th from 11 am until 2 pm.  There are no supply chain issues in Gold Hill and the folks at the Pub, the Red Store, Amy Fortunato’s little store, and the Gold Hill Museum would love to have you visit them to make your purchase for holiday gift giving!  We are ready for a Gold Hill Holiday Boutique and this year we will be able to offer you lots of options AND wrap your gifts for you. If you need us to take your gifts to the post office for you for shipping, we will do that as well.

Remember your masks and bring cash for great products and everything that you purchase.  This will be a cash only event.  In years past groups of people enjoying a day of shopping with their friends for the purpose of supporting local businesses have saved small businesses by being mindful of what is available in the local area and spending cash to help out the local retailers.

Each location will have different items for you to consider:  artwork from artists of Gold Hill at the Pub; antiques and beautiful handmade pottery at the Red Store; wonderful, creative jewelry at Amy’s little shop, and t shirts, tote bags, towels, aprons, books, glasses, and calendars at the museum.  Here is your opportunity to get your holiday purchasing completed early AND support the local economy.  All of these retailers and your historic museum would love to help you make this year a special gift-giving year.  We have all been affected by the pandemic and this is a great way to have a win-win boutique and fun day in Gold Hill.

The museum will have fresh cookies for you, the Red Store will have hot tea for you, and the Pub will have a myriad of options for you to eat and drink.    Additionally, if you purchase at all  locations, you’ll receive a special gift for participating.

Workshop #1 — RAINWATER HARVESTING USING CHICKEN COOP ROOF. Join us from 10 a.m. to 12 noon on Thursday November 11th in Gold Hill to learn about permaculture design, rainwater harvesting, and backyard chickens. Get hands on experience installing a rain catchment system and learn how to integrate various garden elements for a more resilient and functional design. Meet at the Gold Hill Store, 531 Main Street, Gold Hill at 9:50 a.m. to walk to location.

Workshop #2 RAIN BARREL INSTALLATION AND INFILTRATION BASIN Join us from 10 a.m. to 1 p.m. on Saturday November 13th in Gold Hill to learn about permaculture design, and how to prioritize the placing of various landscape elements such as patios, walkways, rain barrels, and overflow rain gardens. Get hands on experience installing a rain catchment system and considerations around rain gardens and infiltration basins. Meet at the Gold Hill Store, 531 Main Street, Gold Hill at 9:50 a.m. to walk to location.

Workshop #3RAIN BARREL INSTALLATION AND STORM WATER MANAGEMENT Join us from 1 p.m. to 4 p.m. on Saturday November 13th in Gold Hill to learn about optimizing water resources on a residential lot. Learn about permaculture design with special focus on storm water management. Get hands on experience installing a rain catchment system. Meet at the Gold Hill Store, 531 Main Street, Gold Hill at 12:50 p.m. to walk to location.

Please dress for the weather and that can mean sun, rain, snow, hot, cold or windy! You are encouraged to bring plenty of water and your own snacks. If you wish to join in with the work please know that you do so at your own risk. All our welcome, but please leave pets at home.

The CU Center for Sustainable Landscapes and Communities (CSLC) and our integral partners welcome you to join two webinars focused on long-term ecological data from Boulder’s mountain ecosystems. These virtual sessions on November 4 and November 18, from 5:00-6:30 pm MT are part of the CSLC’s planning process for the 2022 “Ecosystem Trends Report” (see below for a summary of the 2020 report and Summit).

These two 90-minute, interactive sessions will delve into the details of exciting long-term data sets on water quality, watershed health, and pollinator and ant communities gathered by CU Boulder faculty, staff, and students in the meadows, forests, and tundra ecosystems of the Mountain Research Station and Niwot Ridge Long-Term Ecological Research site near Nederland. These data sets are invaluable for informing the status and trends of critical ecosystem functions in our local landscapes. Our goal in producing the biennial trends report is to engage individuals, community organizations and municipal partners to develop and promote strategies to enhance community awareness and action toward environmental sustainability.

Last year hundreds of community members, scientists, and public officials met to discuss the health of Boulder’s ecosystems and environmental resources during the Boulder Ecosystem Summit(Nov. 14- 19 2020). The summit discussed findings from the 2020 Ecosystem Trends Report, and identified the need for future research and action.
