Our next MMM get-together is Wednesday, March 6th

MMM, Miscellaneous Mountain Misfits, will meet at 6:30 on Wednesday, March 6th at the home of Anita & Dave Sturtz.  It is the second to last home on the left at the west end of Pine Street (if you get to the dead-end at Yeagers you have gone too far) For those of you who don’t know GH street names (except maybe Lick Skillet), Pine is the road that turns off Lick Skillet before you come to Main Street at the top of the Skillet.

For those not familiar with MMM (Miscellaneous Mountain Misfits), we have a monthly get-together at the home of one of the group. The idea is two-fold: (1) is that we do some writing (for 15-20 minutes) in response to a loose stimulus provided by Gold Hill Poet Laureate, John Latham., followed by a non-critical read-around of what has been written. This takes about 45 minutes, followed by short break and then: (2) a read-around, led by Edie Eilender, involving all people who care to read [for about 6 minutes per person maximum] some of their already-written prose or poetry, or writing by someone else. If, instead of reading, someone offers a song or two, that is welcomed. There is no pressure on people to actively participate. Most attendees do, but some come simply to listen. The host provides some limited drink & snackies, and if attendees care to bring along a modest contribution to the drink or food, that is welcomed, too.

Cabin Fever Concert Series

On January 9th, the Cabin Fever Concert Series will host an evening with Jim Gilmour (and friends) at the Gold Hill General Store. Doors open at 6:30pm, concert starts at 7pm, and admission is $10. Fire Board Meeting 12-3-12

Notes  on the Gold Hill Fire Protection District Board Meeting, 11-15-12

Next meeting, Monday, December 3, 7:00 p.m. at the Community Center

Present were board members Donal Maloney, President, Dave Sturtz, Secretary, Rick Geesaman, Chief Chris Finn, and community members Bobbie Vrba and Gretchen Diefenderfer.

Donal announced that they need to appoint a new board member within 60 days of Adriana’s resignation so they will need to meet early in December – they decided on Dec. 3.  They will publish and post notices as required.  The budget has to be in by the 15th, so if anything further needs to be done, they can take care of that, too.  Dave moved they meet on the 3rd, Rick seconded, and it passed.

Chris presented the budget and reported that the big balance of $60,000 in the income section of the budget would be moved from the bank account to the budget to hopefully purchase a new/used fire truck, plus another $5,000 to meet the required match for the SCBA grant.  We are getting there on the age of the trucks and Chris has been looking for another quick attack truck, which would carry enough water and have a 500 gpm pump, to be quick enough and small enough to get into places like Gretchen’s house (!).  We have to budget any money we intend to spend, or we’re not allowed to spend it without submitting a new budget per rules & regs.

Donal brought up the retirement fund and the board expressed interest in beginning to look at what’s required in January 2013. It’s a good deal – the state matches any money we put in.   The new board took charge in May and Donal wants to see it working toward strategic planning for a few years out.

Chris said there is quite a bit of work needed on the barn to think about.  Gretchen brought up that the Town Meeting voted to repaint the floor of the Community Center (which Michael Albes painted in the early 70s and hasn’t been done since), if that’s ok with the board.  The board requested that the GHTM bring a proposal for approval

Donal brought up the idea of a dry hydrant down in Lefthand Creek near Rowena to provide a water supply down there.  The board voted to budget an additional $5,000 from the bank account for this project.

They then went over the amounts in the various categories.  The budget resolution requires 2 signatures.  Chris will print up the amended budget, get the signatures, and submit it to the County Commissioners

He explained that we have 2 mill levies: one is the general operating fund which is subject to Tabor and so ratcheted down with the decreased valuation after the fire, and the other is a special fund which did not.  The CPA works out the exact figures and submits the required budget to the State.

Rick moved that they adopt the budget and it passed 3-0.

With that, the meeting adjourned.

Lickskillet Studios presents Cabin Fever Concerts’ second season kick-off with Jayme Stone and Grant Gordy. Draft Land Use Code regulations for oil and gas development up for review

County Commissioners to review draft Land Use Code regulations for oil and gas development

Public hearing set for Tuesday, Nov. 13

Boulder County, Colo. – After receiving feedback from the public and the county Planning Commission, Boulder County has released a revised draft a set of proposed Land Use Code regulations for oil and gas development in unincorporated Boulder County.

The draft regulations are available for review on the county’s Oil and Gas Development webpage.

The Board of County Commissioners is actively seeking review and comment from the public, industry and state agencies and will hold a hearing on Nov. 13 to hear a Land Use staff presentation and take comments from the public.

What: Public hearing on the Draft Development Plan Review regulations addressing oil and gas development within the county’s Land Use Code

When: Tuesday, Nov. 13 at 4 p.m.

Where: Boulder County Courthouse, third floor, 1325 Pearl St., Boulder

Public testimony will be taken at the hearing (each speaker is allowed 3 minutes). Written comments are also encouraged and can be emailed tocommissioners@nullbouldercounty.org or submitted to staff in hard copy at the hearing.

Should the hearing run late, the commissioners have the option of delaying their discussion and subsequent direction to staff until a hearing tentatively scheduled for Thursday, Nov. 15 at 9 a.m. Additional public testimony would not be taken at that hearing.

Both hearings will be streamed live at www.bouldercounty.org/government/pages/hearings.aspx.

The regulations are intended to address issues raised by the Planning Commission in its recent update of the Comprehensive Plan policies applicable to oil and gas development and to reflect today’s industry, its practices, and impacts on land use, transportation, public health, parks and open space, and other environmental and natural resources across Boulder County.

Additionally, the regulations intend to respond to public questions and concerns and address land use compatibility issues, emergency response, and to provide the maximum protection possible for local public health, safety, and welfare under current state and federal law.

Lastly, an overarching goal is to require that impacts from oil and gas operations be mitigated to the greatest extent possible, where they cannot be entirely avoided.

Timeline

• Feb. 2 – The Board of County Commissioners approve a temporary moratorium on the processing of the required development plans for local oil and gas permits under the county Land Use Code (Resolution 2012-16) and release a statement detailing their concerns about the potential for significantly expanded oil and gas drilling within the county.

• March 1 – Public hearing for commissioners to hear staff presentations and public testimony. After the four-hour hearing, commissioners direct staff to continue gathering information about the impacts of oil and gas drilling on air, water, land, roads and infrastructure.

• April 16 – Commissioners vote unanimously to extend temporary moratorium on processing of applications for oil and gas development in unincorporated parts of the county until Feb. 4, 2013 (Resolution 2012-46).

• May 16 – Planning Commission authorizes the initiation of an amendment process to the oil and gas policies in the Boulder County Comprehensive Plan.

• June 20 – Planning Commission reviews proposed oil and gas policy amendments presented by Land Use staff, and takes public testimony.

• July 18 – Planning Commission further reviews proposed oil and gas poly amendments presented by Land Use staff, and takes public testimony.

• Aug. 15 – Planning Commission adopts amendments to Comprehensive Plan.

• Aug. 22 – County Commissioners and Planning Commission hold a joint study session to discuss possible future Land Use Code amendments.

• Sept. 24 – Land Use Staff presented proposed oil and gas Land Use Code regulations to Planning Commission during a Special Session, and Planning Commission takes public testimony.

• Oct. 1 – Continued discussion of proposed oil and gas Land Use Code regulations during Planning Commission Special Session.

• Oct. 17 – Planning Commission continues discussion of the proposed oil and gas Land Use Code regulations at their regular monthly meeting, and takes public testimony.

• Oct. 30 – Planning Commission recommends approval of the proposed oil and gas Land Use Code regulations to the Board of County Commissioners.

 

The county anticipates adopting a set of regulations by the end of the year. NEXT FIREBOARD MEETING will be Thursday, October 18th, 2010, 7:00 p.m. at the Community Center.

 

The meeting was called to order by President Donal Maloney.  Present were Donal, Dave Sturtz, Rick Geesaman, Chief Chris Finn, and Gretchen Diefenderfer.

 

Minutes of the last meeting were approved.

 

OLD BUSINESS

 

Cistern Easement  – is at the attorney’s office per suggestions in the language by Paul Robert’s attorney.

 

Board Training – They are looking at mid October.  The attorney will look at dates and get back to the board.

 

Banking – Chris has emailed the info on the account signers and hasn’t heard back from Adriana.  Donal will email her to remind her to get the information to Chris so he can get it to the bank.

 

Website – Dave has worked some on it (http://www.goldhillfire.org/).  It has the transparency notice on it although not much else.  He’ll keep plugging away on it.  The site that Adriana registered (http://goldhillfire.com/) still has some Word Press stuff on it and he has asked her to take it down.

 

NEW BUSINESS

 

Budget Process – It’s up and coming.  The board will be working on it for the next couple of months.  Chris will give the board spread sheets with their basic income – tax money, grant money and donations, as well as expenses for the last couple of years.  They budget high so if they get additional money so they can spend or save it without going through a re-budgeting process with the State.  He has to get ahold of DOLA.  The tax base went down and because of Tabor, etc., and the State 5% rule, our mill levy, which was 7.499 has been adjusted down to 7.47.  The tax base was ratcheted down because of the fire and once it goes down, it can’t go up without a vote.

 

Chris puts the basic budget together for the board to work on, but he would like more input from the board.  The building needs a fair amount of work.

 

Grant – Kris Gibson will get the figures on the SCBA Grant and our required match.

 

Melodrama – He has heard from Maggie that they will getting donations from the Melodrama performance.

 

Training – There was a good training last week on pumps and some motivated new trainees.  They really need everyone to show up for at least ½ of the trainings.  Calls are a team effort and it helps to have trained together.

 

Google Calendar – Dave Sturtz will set up a Google Calendar and put a link on the website to it. Trainings are the 4th Thursday (classroom training in the evening) and the second Saturday  (hands on training in the daytime) of each month.  The email list should also be working now.

 

Chris added that there will be a change in the training schedule in November – car fire and extrication training will be on Nov. 29th.

 

They have a new chief in Sunshine – Steve Waltman – he is actually a rocket. scientist.

 

 

 

 

 

 

Gold Hill Historical Zoning

7:00 PM, Oct. 8 Gold Hill Historic Zoning Committee meeting just before the Town Meeting for the purpose of filling 2 vacancies on the Committee.

The GHHZ Committee serves in an advisory capacity to home owners who want to make changes to their property before submitting plans to Boulder County for permitting IF permitting is necessary.  Gold Hill, as a whole, has done a good job at self regulating and maintaining our historic appearance and we want to keep it that way.  It is vital that we continue self determination and not let the County do it for us.  SO… Please consider volunteering for one of the vacancies on the GHHZ Committee.  Call me!  Cherry Sand 303-443-2543

Two Free Chipping Events Near Gold Hill

Hey Gold Hill Folks,

If you read my Forest Health Outreach email update from yesterday you might have noticed that we are offering two free community chipping events as part of October Wildfire Awareness Month. Both of these events are in really close proximity to residents in the Gold Hill area.

 

  • The first event on Saturday Oct. 6. will be offered at Left Hand Fire’s Station # 4, 7300 Left Hand Canyon Drive.
  • The second event on Saturday Oct. 13 will be offered at Fourmile Fire’s “Logan Mill” Fire Station at 9 Logan Mill Road.

 

Can each of you help spread the word about these FREE chipping events? I attached a flier which includes specific details for each event. Feel free to print, email, put on sandwich boards and wave at passing cars… what ever it takes to spread the word. FYI – Please make sure to take a close look at each flier since we have strict requirements on what we will and won’t accept at these events.

 

These are “You haul it, we chip it” type events.  They are a great FREE opportunity to get rid of slash from your fire mitigation and bark beetle projects. Hope to see you there!

Zero Waste Event Planning Workshop

I’m happy to announce we have secured a location for the Zero Waste Event Planning workshop, long planned for Gold Hill.  The evening of Sept. 27thworks best for our speakers and for the school, which has agreed to host the workshop.
As you have requested, we’ll focus on volunteer recruitment, retention and training during this workshop.   Please feel free to invite your most reliable volunteers to attend and contribute their perspective.   I will provide Zero Waste cookies and tea.

One short note about weather:  I’m sure it will be a beautiful night in Gold Hill.   If school is somehow cancelled that date in either Gold Hill or in the Boulder area, we will postpone again.   Sure hoping we have a fine gathering with fruitful discussion.

Volunteers needed

 

A Call for Volunteers!

Looking for 15-20 hard working individuals willing to work on the steep drainages near the town of Salina to help mitigate future flood/debris flow risks for residents living in the Fourmile Canyon burn area.  Volunteers can expect heavy lifting on uneven ground as we will be constructing check dams in water drainages.  Project is on Sept. 22nd from 8:30am to 12:30pm.  If interested, please contact Amy Hardy at 303-895-3418 or ahardy@nullunitedwayfoothills.org.
