Minutes of the Gold Hill Town Meeting, June 12, 2017

Next Regular Town Meeting will be Monday, August 14, 2017, 7:30 p.m. at the Community Center.  This will be our annual elections Meeting!

The meeting was called to order by Chair Tony Vrba. Attending (10): Nick Kell, Emergency Preparedness Planner, BOCO, Treasurer Martha Knapp, Deputy Chair Bear Carlson, Virginia Schultz, Luzie Mason, Rick Sinner, John Sand, Prospector (AKA J. Whitmont), Poppy Copeland, Chair Tony Vrba. In Secretary Gretchen Diefenderfer’s absence, Bear Carlson took minutes.

GUEST PRESENTATION – Nick Kell gave a presentation on the Medical Reserve Corps (www.bouldercountymrc.org ). According to their website, “Medical Reserve Corps volunteers support public health activities in the event of disasters including floods, fires, pandemics, and other events that require an exceptional medical response.” They are a volunteer organization that is part of BOCO Public Health, one of 22 MRC chapters in CO. There are approximately 95 volunteers helping out throughout the county.

Although many volunteers are medically trained, not all are as there are many needs that arise during emergency situations. In addition to functioning during disasters such as the 2010 fire and 2013 flood, they are also active throughout the year doing CPR training, building preparedness, sheltering, etc. While MRC volunteers do not wear uniforms per se, they have caps, T shirts and ID badges to identify them.

GH SCHOOL – No report (NR)

COMMUNITY PLANNING – Gold Rush will be held Sep 17, 2017

COMMUNITY SPACES – NR

HISTORIC ZONING (Bear)– The property between Laughlins and Michael Putrillo has sold to Joyce Robinson, who plans to build a small residence. She has been in contact with HZ and will work with us as plans proceed.

FOREST MANAGEMENT (Virginia) – BOCO has $4K available to support chipping for local residents, which will occur July 27 & 28, 2017. Approximately 6-10 property owners have expressed interest so far. Four Mile has been selected to do the work at a rate of $180/hr. BOCO will pay half the cost; at a previous meeting, GHTM recommended paying half the remainder (i.e. 25%), with property owners responsible for 25%. Virginia will coordinate, including making sure property owners have the slash (6” max diameter) stacked for easy access the weekend ahead of chipping. Four Mile estimates a “Suburban-sized” pile of slash takes about an hour to process, which would cost the property owner $45.

MOTION: “GHTM will pay 25% of the chipping cost for local residents, up to a maximum of $900.” Passed unanimously.

Virginia will explore an opportunity to be a “fire-wise community.”

FIRE DEPT – NR

WEED MGMT – NR

MUSEUM (John) – The museum opened for the season on Memorial Day weekend. Several exhibits have been spruced up and rearranged, and there is a new exhibit featuring Dr. Edna (?) Campbell. The fence has been repaired and realigned with the entrance now from Pine St. Volunteers are needed to prep and paint the fence the week of June 19, 2017.

MINING (Bear) – Mark Steen received permission from BOCO to remove a section of guard rail on Horsfal to access part of the mine for maintenance. The guard rail has subsequently been replaced.

SAFELINK (Tony) – Nothing scheduled; possible phone tree test this summer

AIRLINK (Bear) – Design work on the new repeater in Jamestown is underway. Mark Elder is helping out on the “very challenging” cable design details.

IMA (Tony) – Next meeting June 22, 2017 in Allenspark. Tony will attend.

NEW BUSINESS

ADOPTION OF RANCHO FAZOO (Tony) – JoJo Morrison is spearheading efforts for GHTM to adopt this property, which is part of the new BOCO Open Space acquisition. An on-site tour was held to explore possibilities for GHTM to help clean up the space so it could be used for community events. BOCO is supportive and would supply a rolloff trash container – but would insist certain rules be followed, including a commitment from GHTM to hold cleanups four times annually, etc. The GH Museum would be welcome to any artifacts that might surface during cleanup activities. Permacultural aspects of the property will be kept in mind, as well as maintaining wildlife corridors, etc.

Because only three GHTM council members were present, and they confessed to being remiss in not carefully studying the documents Tony sent around outlining the requirements for adoption, the issue was tabled to a future meeting. ADDENDUM – A Special Town Meeting will be held Monday, July 17 at 7:30 to discuss Rancho Fazoo issues  as well as issues around Bike Races through Gold Hill to insure the safety of Gold Hill residents as well as of the bicyclists.

EMERGENCY SIRENS (Tony) – Dina is investigating how well the verbal warning sirens in Jamestown are working. Such a system could be useful in GH, but many questions remain, such as:

• What would be required to include the subdivision in such a warning system?
• Would the regular testing required be worth it in terms of disturbing our tranquility?
• Is person-to-person communication (e.g. Neighborlink) more effective anyway?

POTHOLES IN MAIN STREET

What little part of Main St is paved is suffering from major potholes. Residents were encouraged to phone or email Ted Plank with BOCO, who is known to be quite responsive.

Thursday at 5:24 p.m.  Good evening everyone,

I wanted to update you all on the changes that have been made to the Haute Route on Saturday.   In response to the scheduled community cleanup in Gold Hill as well as the road damage on Horsfal St.; Boulder County Transportation will be requiring that racing be suspended through the town of Gold Hill.   

Riders will be required to obey rules of the road and all traffic control officer’s orders from the feed zone just east of Gold Hill at the turnoff to the mine until approximately two miles west of Gold Hill, where racing is permitted to resume.  This will allow for dumpsters and trucks to arrive for the cleanup while ensuring the safety of riders in the race.

DIVERSION is the focus again this year.  Boulder County will support our diversion/recycling efforts, but they are no longer providing any money for trash disposal.  We will only be getting two dumpsters for trash and, since we will have to pay for them ($365 each), we will need to charge (rate sheet at the end). 

Four Dumpsters will arrive between 9:30 and 10:00 a.m. – 2 for junk/trash (we will need to collect a fee for trash), one for metal, one for wood – general wood/lumber as in the past.  Please don’t come with stuff earlier than 10:00. 

     ***And, as always, we need volunteers to help!***

        No recyclables!  We need to pay for this and will need to charge for trash. 

            $10-12 per car, van, or SUV (less for just a few things)

            $15-18 per pick-up truck or trailer full

            $25 per vehicle with trailer

Please remember that it would be much more expensive to take a truckload to the dump (a carload taken to Western Disposal is charged $37-$45).

 Repurposing – We encourage people to bring stuff that others might want.  Be prepared to pick these items up if no one wants them, or for them to go into the dumpsters.  We will take some stuff down to donate in Boulder, either to second hand stores or to Resource 2000.  But don’t forget we will have the town bake/rummage/craft sale in September, too.

 Any propane bottles must be vented and this means the entire top mechanism must be removed.  Just opening it does not suffice. We made this mistake once and it cost us!

 Isn’t it amazing how stuff piles up!  This is your chance to clear it out once again!

You may know that learning CPR gives you an invaluable tool that can help save lives. But did you also know that a CPR/AED class teaches you skills that are a model for how to prepare for and respond during emergencies and disasters?

Join the Medical Reserve Corps of Boulder County for a FREE Resilient CPR/AED class (including American Heart Association certification for those successfully complete the course).

You’ll be taught up-to-date potentially life-saving CPR skills recommended by experts. You’ll also learn and practice taking appropriate action in the face of an emergency and leading untrained bystanders to take appropriate actions.

The Medical Reserve Corps of Boulder County designed this unique class to provide you with the American Heart Association CPR/AED curriculum plus an added awareness of how to build your own resilience.

Best of all, the class is FREE because of donated services from the skilled volunteers of the Medical Reserve Corps of Boulder County, a grant from the Boulder County Commissioners, and the technical support and encouragement of Boulder County Public Health.

The Cody Sisters, whose concert was canceled last month with 3 feet of snow, will be at the Gold Hill Store & Pub this Saturday, June 17th.  Doors 6:30, music 7-9.  $5 for a fun evening of folk, bluegrass, and original tunes.  Then there will be a special Sunday Afternoon show with Mike & Bonnie Coats, 1-3pm, free, at the Pub.

This Sunday afternoon, June 4th, there will be a violin recital presented by Haiden Inskeep Davis (Kate and Derek’s son) at the Gold Hill Store & Pub. Haiden went to the Gold Hill School, grew up here, and will be attending music school at CU this year. An accomplished young musician, he will be performing at the Pub on Sunday from 1 to 3 pm.

Minutes of the April 10, 2017 Town Meeting

 Next Town Meeting is Monday, June 12, 7:30 p.m. at the Community Center

 The meeting was called to order by Vice-Chair Bear Carlson, in Tony Vrba’s absence. Ten people attended: Kristi Venditti from EFAA (Emergency Family Assistance Association), Chrissy Maedke, Member at Large Dan Maedke, Joan and Arthur Few, Treasurer Martha Knapp, Vice Chair Bear Carlson, RickSinner, Secretary Gretchen Diefenderfer, and new resident Randall McCaleb.

The agenda was changed to allow Kristi Vanditti from EFAA to make her presentation first. She reported that she lives in Nederland and is the ½ time Mountain Coordinator for EFAA and works ½ time as the early childhood liaison. She meets up with people and makes home visits. EFAA provides basic needs support – bus tickets, food bank, rent, deposit and utility assistance, help with other basic necessities. She has met with Dina Elder, Jojo Morrison, and Joan Few on Aging in Community issues. She’s working under a one-year pilot program for mountain residents and part of the grant is to do outreach. She would be happy to set up a regular time to come to Gold Hill to meet people and provide information and help.  She can be reached at 720-336-2326 and EFAA is at 303-442-3042.

Treasurer’s Report – Martha reported that, at the previous Town Meeting in FEBRUARY our cash assets were $14,704.88. Current total cash assets are $13,971.94.

Revenue since the February meeting includes cemetery and permaculture workshop donations and the pass-through grant from United Way. Expenses include various report filing fees, property tax, bank service fee, community relief fund distribution and the Airlink UW grant pass-through.

Earmarked fund totals are as follows:
General Fund $1325.16; Cemetery $5,207.78; Community Relief $3,326.95; Forest Management $94.12; Safe Link (funds for SafeSite, AirLink, NeighborLink projects) $3,785.25; Community Planning $232.68.

COMMITTEE REPORTS

Community Planning – Dan reports that he is working on plans for the book library box and beginning preparations for the Gold Rush (our annual bake/rummage/crafts sale and fundraiser). He will be ordering more Gold Hill t-shirts soon.

Historic Zoning- Bear reports there is nothing new. Concerning the old Weaver house, Marcus and Elisabeth have demolished the old shed and are working on plans to rebuild it and remodel the house. Max has worked on the septic system.

Forest Management/CWPP – Virginia Schultz emailed that the application forms for the chipping grant have been sent. It looks like Boulder County will pay 50% of the cost and the residents would be responsible for the other 50%. She suggested the GHTM consider supporting the resident costs. She had questions: Is there interest or need for chipping? How much money available from GHTM to support?

Martha moved that, if interested people apply for chipping grants, the Gold Hill Town Meeting will consider helping with the 50% cost that residents are responsible for. Rick seconded and the motion passed.

We need to know how many people are interested in chipping. Please contact Virginia at arneyschultz@nullhotmail.com and let her know as soon as possible.

Fire Department – Gretchen reported that the Board is working to get a pension plan up and running for members of the department, as well as long range plans for a cistern on the south end of town, and completing the dry hydrants down in Lefthand.

Weed Management – no report

Gold Hill Museum – The Museum will open Memorial Day weekend. The 2018 Calendar is well underway and the goal is to have it out by the 4^th of July. Martha suggested we consider Antionette Bigelow, who was the Dean of Women, had a cabin in Gold Hill and is buried in the GH Cemetery- possibly for next year’s calendar.

Mining – Gretchen reports no new activity. Addendum: We have since heard that there are new investors, that they are looking to put in a road down to Lefthand to access water rights as well as opening up access down Horsfal to a mine down there.

Gold Hill School – Chrissy requested that the school report be moved up in the agenda as it gets late for her – of course that will happen. She reports that the school is always great. They are missing Mishie, but Chelsea is doing a great job. She expects to be out the beginning of next year due to the birth of their baby, and Breida Geesaman has agreed to cover her maternity leave. They put on another play that they wrote – Scooby Do in Gold Hill. Dan and Jojo have taken over the greenhouse project and will have plants soon. They have parent volunteers and it will be set up to be maintenance free – will have rain barrels. Archery classes are beginning. Stop by the school to see the Butterfly Pavillion! Bee season is coming up – although the winds are hard on them. The Annual Camping trip will be to the Sand Dunes in mid May.

Community Spaces, Resiliency and Sustainability, etc. – Dina sent a long report.

            Meals on Wheels hosted 2 small groups from GH for free lunches at their café, which were pretty good. They would really like to share this program with Gold Hill. At this point, there does not seem to be much interest, but the service is there if more people would like it. Anyone can walk into the café at the senior center for a nice $6.00 meal (there is a sliding scale from $1.00 to $6.00 depending on need), and meals can be delivered to Gold Hill for anyone who meets the criteria, which are pretty accommodating.

            The Climb – Bob D’Alessandro from Via can come to GH on Tuesday, April 25 for a meeting to hear residents needs and desired.

            Medical Reserve Corp – This is something several people expressed an interest in hearing about at one of the “Aging in Community” meetings. It is basically for anyone, not just medically trained people, who are interested in participating in caring for people in the community during/after a disaster. This would kick in after the first responders have attended to someone and allows the person to remain in the community, if possible, rather than being transferred to a facility elsewhere. Dina wondered if the GHTM should invite these people up for a presentation at a town meeting.

            Community Spaces – has been having meetings – interested in working with Boulder County to help clean up the Schmidt property and consider uses/plans for it.

AirLink Grant to connect Jamestown – This is going well, but slowly. The big news is they have been granted approval by the CCARC (the ruling body that assigns radio frequencies in Colorado) to continue with this effort as we have proposed. We will have to prove within a year that we do not interfere with any other repeaters in our area. Bear added that there is an exciting development – they are setting up a repeater to connect Jamestown to the network. He will send out an email report.

P.S. Town Clean will be June 24^th. Volunteers are needed! Please email Gretchen or call 303-442-3847 if you can help – even for a couple of hours. This will be like the last few years. The County will support re-use and recycling and the Town will pay for the trash dumpsters, so there will be fees. It’s actually a pretty fun day and we thank the Gold Hill Inn for providing the Bluebird Lodge parking lot for us!

This quality, hands-on training will give you the skills you need to effectively and safely use a chainsaw for forest health and property maintenance.

Training will be presented in three parts:

• Chainsaw Maintenance – cutting safely requires a well running saw.
• Chainsaw Safety & Personal Protective Equipment – including things to watch out for while cutting.
• Tree Felling & Cutting Skills – classroom review followed by field exercises.

Saws & Slaws is excited to host a three part educational series about forest health and fire ecology in the Front Range. This series will help participants better understand the condition of our forests, how that affects wildfires, and the various treatments we apply to address the needs of both forest health and fire preparedness.    

In Part 2, we will learn about fire ecology, including:

• Different types of wildfires
• Wildfire’s role in forest health
• How wildfires behave within specific forest conditions
• The effects of different forest treatments on wildfire behavior

We’ll be ending our 2017 series in May when we’ll build on what we learned in Part One Two by going on a field trip to apply what we learned and see what all of this looks like in the real world!
