Gold Hill Fire Protection District Job Announcement: Part-Time Fire Chief Position

The small historic community of Gold Hill is nestled in the foothills west of Boulder, Colorado. The GHFPD serves a small community with an approximate population of 520 residing in 12 square miles. The Gold Hill Fire Protection District strives to offer emergency services to our community and our visitors through quick and thoughtful response to emergencies big and small. Our district consists of a platted historic old town, an adjacent subdivision, the community of Rowena in Lefthand Canyon and other remote mountain properties.

GHFPD has the enormous responsibility of protecting the Gold Hill community from wildfires through prevention, education, and quick reaction time to potential wildfire risks. Additionally, the continuous fuel model of the surrounding area provides great risk of wildfire spreading from surrounding districts or from wildfires within the GHFPD escaping and threatening other communities. A large majority of the lands within the GHFPD are public lands consisting of USFS, BLM, and Boulder County Open Space. No tax income (or any other) is generated by public lands. As with any remote fire district with older homes, treacherous and highly tracked roads, and seasonal tourism, we tend to see a bit of everything, from motor vehicle accidents, structure fires, traumatic accidents, and even plane crashes. We make a point to train on our skills and strive to provide a quick and efficient response to our community. Aside from our service to the Gold Hill community we also also respond to calls from an increasing number of out of town visitors with a quick and local emergency response to medical, safety and other emergency situations. We currently have a signicant number of elderly people in our district, and we want to support their safety and health as much as possible to continue allowing them to age well at home. Our goal is at minimum, to be first on scene to any emergency in our district, to offer the best of our skill and ability, and to responsibly call in other resources as needed.

At present the GHFPD has 21 volunteers with various levels of participation. The GHFPD board of directors believe that there is a high level of opportunity for recruitment within the community if proper outreach is paired with consistent leadership and a robust onboarding process. The annual call volume for the GHFPD is 20-25 calls and we commonly respond to auto and mutual aid calls. Though traditonally a 100% volunteer department a need has arisen for experienced paid leadership.

The Gold Hill Fire Protection District is searching for an experienced firefighter with leadership experience to fill the role of their new part time fire chief. This is a unique position with an estimated commitment of 40-50 hours a month. The expectation will be for these hours to be spread out evenly throughout the month and to allow availability for current and future volunteers to meet and interact with the new leadership. Given the goal of increased interaction some of these hours will be in the evenings or on weekends. The GHFPD fire chief will report directly to the GHFPD board of directors and will be expected to effectively communicate with volunteers and community members. This position will require an

understanding of managing incidents, both medical and fire, as well as leading personnel, community outreach, administration functions, and leading and putting on training. Additionally the position will require managing maintenance and inventory of equipment and organization of the fire station. There will also be an expectation for continued partnership and communication with neighboring departments, with an emphasis on wildfire mitigation efforts. One primary focus of this position is to empower current and future volunteers with skills necessary to operate in leadership and command roles in the modern fire fighting arena. Additionally we are looking for a candidate with the vision and drive to help build upon the foundation our volunteers have built for decades and help modernize and further grow a culture of community and service. This will be a salaried position with a yearly pay range of $25,000- $30,000, depending on level of experience, with a commitment of no less than 40 hours a month. This is slated as a temporary position of 1-2 years but has the opportunity to go beyond that with the right candidate. Benefits include standard sick time accrual per the Healthy Family and Workplaces Act, entry into the current GHFPD pension plan, and a monthly stipend to be spent on health insurance or medical needs. Given the limited hours and schedule flexibility of the position no vacation time is currently offered.

REQUIRED QUALIFICATIONS:

  • ●  Experience as a firefighter both structure and wildland
  • ●  Leadership experience in public safety (Overseeing 5 or more personnel)
  • ●  Demonstrate a strong writing background and an ability to effectively communicate ideas
  • ●  Must live within a 30 minute response time to Gold Hill Fire Station #1
  • ●  Must be available to schedule “shift work” throughout the week including weeknights and weekends
  • ●  Must be able to respond to a minimum 50% of calls
  • ●  Ability to establish and maintain effective working relationships with a variety of stakeholders
  • ●  Current valid driver license
  • ●  Must occasionally lift and/or move up to 100 lbs
  • ●  Specific vision abilities required by this job include close vision, distance vision, color vision,and ability to adjust focus
  • ●  Must successfully pass a criminal background check, medical physical, and drug test
  • ●  Must be able to provide references
  • ●  Experience leading and organizing training

We’ve scheduled a calendar committee meeting for Saturday, March 2 at 10:00 am at Boyd Brown’s.  As always, we’re looking for committee members, ideas, drawings, poems, and photos that pertain to Gold Hill or life in the mountains.  In particular, we’re thinking about pictures of the wild turkeys we’ve all been seeing, and bears, any great snowy pictures for January and December.

Caucuses

Who’s been thinking about the 2024 elections? In Colorado, we start with the Caucuses – both Democratic and Republican. 

The Republican Caucus is Thurs, March 7 at 7:00 PM .  Check back for locations. See https://bocogop.org/caucus-assembly/ for more information.

The Democratic Caucus is Saturday, March 9, 12-4pm.  For information and locations see https://www.bocodems.org/caucusHere in Gold Hill, our caucus is at the Gold Hill School.

The Caucuses focus on the down ballot races.  Caucus is the most grassroots way to participate in the Democratic process. Precinct Organizers (also known as Precinct Leaders) for the next 2 years will be elected. During the precinct caucus, attendees will elect delegates to attend the County Assemblies and Conventions on March 23 where delegates will hear candidates for the various races and then elect delegates to the State convention.  

Presidential Primary: Colorado no longer uses the caucus/assembly to determine the presidential nominee. It is now through a semi-open primary that allows unaffiliated voters to vote in one party’s primary. Vote in-person or return your ballot by 7pm on election day, which will be March 5th. Ballots will go out this week.

 The main Primary is June 25.

.DAY ONE...Today and Tonight

Snow showers along with isolated thunderstorms will develop in
the mountains today. Periods of snow will continue tonight, with
heavy snow possible in the area around Rabbit Ears Pass. The
plains will have scattered rain showers and isolated thunderstorms
this afternoon into the early evening hours.

Very windy conditions will develop tonight in the mountains and
foothills with a few gusts up to 75 mph possible.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday

A couple of storm systems are expected to move across the forecast
area Late Thursday night through Saturday. As a result, cooler
temperatures can be expected, with snow likely for the mountains.
The lower elevations will likely have some snow on Saturday, with
lesser chances on Thursday night and Friday.



Today’s Old Man Winter Rally course modified

Due to yesterday’s weather, the 100K bike course has been modified to stay out of the foothills and east of US 36.  The new course uses loops on the existing 50K bike course, a map can be found here:
 
 
The modified long bike course will start at 10am, all other events will be held as scheduled.

Dear Residents, 

 
Please be aware that the Old Man Winter Rally will be this Sunday, February 4. The attached resident letter was sent out by the organizers to every household, hopefully you have received it. 
 
Please use caution traveling on County Road 83 and Sunshine Canyon Drive on Sunday, with the most event traffic expected between 10:45 AM and 2:00 PM. As always please note that 
SFPD only participates in the planning of the event from an emergency perspective, in coordination with the Sheriff’s Department. However, we do not have the authority to move, cancel, or prohibit an event. 
Our interest is always in everyone being safe and having a good time no matter what mode of transportation they choose. 
 

That being said, it is an event with a leave-no-trace effort, so if there are any issues please record these and let me know so that I can get in touch with the Sheriff’s Office and the event organizers.

EVENT ADVISORY

Boulder County, February 4, 2024

Dear Neighbor,

This letter is to inform you that the Old Man Winter Rally will be passing through your neighborhood on February 4, 2024.

The event starts and finishes at Bohn Park in Lyons, and riders will choose a 50km ride that takes them east of North Foothills Highway (US 36) as far south as Nelson Road or a 100km ride that extends from the intersection of Nelson Road and the Foothills Highway (US 36) west into the canyons west of Boulder. There will also be a 10km and 5K running race starting and finishing at the same location and passing through Downtown Lyons to Old St. Vrain Road where it returns the same way it came.

All required applications have been filed and a permit has been issued for this event. This is a medium size event and we anticipate 1000 cyclists will participate.

We have worked hard to make sure you will not be inconvenienced by the event. All riders are expected to follow the rules of the road. Those who do not will be disqualified.

On the back of this sheet is a chart showing the times when we anticipate riders will be coming through your neighborhood. There are no road closures and we do not expect traffic delays. This letter is merely a courtesy to let you know the event is taking place.

The Gold Hill School is having a Polynesian Dancer come to the school at 1:00 on Thursday, February 8th.  She will discuss some information about the different Polynesian islands and will demonstrate different Polynesian dances.  Afterwards, the students will participate in a brief hula workshop.  If this is something that is interesting to you, you are welcome to come and join in the fun.  This performance and workshop is sponsored by the Collaborative of the SCFD (Science and Cultural Facilities District) and comes to us through the Aurora Cultural Arts District.

Minutes of the December 11, 2023, Zoom Town Meeting

Next Town Meeting is Monday, February 12, 2024, 7:00 p.m.

 The meeting was called to order by Chair Dan Maedke.  Eighteen people attended: Dan, Secretary Gretchen Diefenderfer, Treasurer Chrissy Maedke, Cat Russell, Rick Sheingold, Karen Simmons, Marcus Moench, Shannon Lindow, Vice Chair Eli Zabielski, Maggie Simms, Leslie Finn, Marybeth Neal, Elisabeth Caspari, Member at Large John Hatelid, Deb Yeager, Bear Carlson, Virginia Schultz, Clare Tone.

Minutes – The minutes of the October meeting were approved as published.

Mountain Stewards – Marcus reported that we do not know about the AIM Grant yet.  We also have applications into the Boulder Valley Conservation District and the Boulder Watershed Collective for strategic fuels mitigation for 158 acres including local areas around town and west of Gold Hill, grasslands, plus significant  money for slash dumpsters.  There is a requirement for landowner matching funds and they hope to be able to cover a significant amount of that.  He walked the areas with the program manager and submitted the app. earlier today.

     Cat reported on information for individuals due to the Biden Inflation Reduction Act , which passed last year and she presented a great slide show.  The IRA was a huge investment in energy supply related infrastructure and investment in environmental justice for low income people, including new jobs, support for electrical vehicles including charging stations, tax incentives for heat pumps.  There are all kinds of tax rebates for purchasing new and used EVs, cash for clunkers traded in, and Federal Tax credits as well.

Land Acknowledgement – Chrissy reports that it’s still a work in progress.  Dan moved that we adopt the first page and Virginia seconded the motion.  See https://drive.google.com/drive/home  The motion carried with no nays.  The rest is still malleable and input is welcome.

Chrissy reported that going into 2024 we have budgeted for expected expenses, although we would like to be able to do more things and help more people.

     Deb had a question – we have had traditional events organized by volunteers that bring the community together and raise money like the Gold Rush.  Are we planning on this for 2024?  Dan responded that the plan is yes and it does bring in money.

     Marcus added that the Strategic Fuels Mitigation Grant needs fundraising/donations for matching funds and will need a rolling fund, too.  He would like to see a line item under Mountain Stewards. They will have to clarify their needs. Chrissy pointed out that we do still have money in the savings account, but otherwise we don’t have $ to put into Mountain Stewards right now.

       Dan added that in the past we have spent money to put on events that raise money.  Virginia asked when the bylaws require us to adopt a budget?  Gretchen replied that they don’t.  We always did a very general budget report on what we need and expect to raise money to cover it or expect to figure out fundraisers to raise more income needed.

     Marcus volunteered that when they ran an organization, they had a core budget that addressed what they  needed to pay the bills and then a target budget for aspirations – what they were trying to do. 

     Gretchen added that the Gold Rush has always made money and in past years made enough to cover our bills.  Deb added that one point of the Gold Rush is that it doesn’t need to be costly to put on and is voluntarily driven.  It seems to have gotten larger and more expensive over the last few years.  Dan confessed that the last few years the number of volunteers has been down and maybe it’s his fault for not organizing more and requesting more volunteers.  He likes to have the money up front and thinks we can branch out as well and include a target budget.

     Deb added that in shifting the way we’ve traditionally done the budget to this format we need to take care to not lose the spirit of volunteerism that is a big part of making Gold Hill what it is, versus bringing more and more people into town to make more and more money.  One example is the music – in the past, we asked for volunteers versus paying for a band and there were local musicians happy to do it.

     Virginia suggested we add target lines to this budget as it stands and Chrissy will do so. 

     Rick asked if the Member at Large isn’t responsible for the Gold Rush – yes, but since the Gold Rush is usually in September and elections are in August, the previous Member at Large generally runs it and mentors the newly elected M@L, so it will be John Hatelid in 2024.  Dan, Gretchen and Deb will certainly help and know others will as well.

     Town Clean up –  There was no cleanup this year as the work required was limited and was performed by the committee itself.

     News:

  • We have added in a new Cemetery Committee member: Kathy Frey.  She along with her husband, Mark, have begun assisting with the digging of graves, and meeting with qualifying residents as well as acting as back-up.
  • We are in talks with Dustin Geesaman to do fire-mitigation tree-limbing this winter. He has given us a bid:  $2,165.00 for pruning, chipping and disposal. We plan to approve of his bid.
  • We have investigated purchasing 3 un-marked grave markers at $240.45 a piece, will come to a total of $721.35. We have not yet confirmed purchase or lay-out, but plan to by the end of the year.
  • The committee has approved the above expenses.

Direction for Kris as to applying this year or next? What would be our priority? Vehicles? Station Renovation? Larger Equipment needs? She would vote for a Command Type Vehicle or Pickup Truck.

● Kris Gibson is working on the DFPC grant which is due by the end of the month. She had questions whether we needed to identify our intent to file for this grant in the budget, which was something prior GH leadership had requested from her.
