Boulder County Assessor to Mail Property Appraisal Information – May 1

2012 property value notices will be mailed to owners of new construction and remodels;

Annual appeals period runs from May 1 to June 1

Boulder County, Colo. – On May 1, the Boulder County Assessor’s Office will mail Notices of Value (NOVs) to owners whose properties have experienced a change in value over the past year. Most changes in value are precipitated by activities such as new construction or remodels.

The NOVs include customized property information such as the legal description, property description, the value of the property (current and prior) and estimated tax owed in 2013 for the 2012 tax year.

State statute requires that all properties in the county be re-valued by county assessors only in odd-numbered years. However, county assessors are responsible eachyear for valuing the real property value of new construction and properties that undergo changes.

Property Value Appeals

From May 1 through June 1, an owner may protest the real property value or the classification established by the Assessor. This is the taxpayer’s opportunity to correct values based on misclassifications, errors in property descriptions, or other discrepancies that may exist in the property records. This period is open to all property owners in the county and is not limited to new construction and remodels only.

Property owners may appeal the valuation of their properties by mail, online, by fax or in person. All appeals, regardless of valuation method, must be filed by June 1. An appeal form can be downloaded online or requested by phone. Additionally, property owners can file an e-appeal directly online without having to mail or fax a form to the Assessor’s Office.

New in 2012

This year the Boulder County Assessor’s Office joined a consortium of counties to put out a notice of valuation that is a double fold postcard. The statutorily required information will still be on the postcard with a tear off appeal form attached. To view the expanded Notice of Valuation, property owners can use the QReader code with a mobile device to take them to a link for the NOV attachment, or visit the website at www.bouldercountyassessor.org and type in the account number, or call the Assessor’s Office and request a paper copy.

 

“By going to this new postcard format, assessors throughout Colorado will be reducing their mass mailing costs and saving taxpayer dollars,” said Boulder County Assessor Jerry Roberts.

Property Tax Exemption for Qualifying Senior Citizens and Disabled Veterans

The Colorado Constitution establishes a property tax exemption for senior citizens and disabled veterans. For those who qualify, 50 percent of the first $200,000 in actual value of the primary residence is exempted from property tax. The State of Colorado pays the property taxes on the exempted value. For tax years 2009 through 2011, the General Assembly eliminated funding for the senior citizen exemption (but not the disabled veteran exemption). At this time, the exemption is scheduled to return in 2012, payable in 2013. Qualifying seniors are urged to submit applications to the Assessor’s Office if they have not yet done so. The Senior Exemption approved this year will not impact the property taxes that seniors are paying this year, but may impact property taxes that they pay next year, if they qualify and are signed up by July 15, 2012.
