			<content:encoded><![CDATA[<p>The Board of County Commissioners  unanimously approved our Community Planning Initiative Plan for inclusion into the Land Use Code at their hearing on Tuesday, February 2, 2010.  And so we have now reached our goal of establishing the wishes of our community and having them included in the County Comprehensive Plan and the Land Use Code to make sure we have more say over our own future when County action affects us.  Garry Sanfacon gave the staff report &#8211; presenting our Vision Statement and background about the planning process, including our education sessions, the  survey we put out, comments from community members, and the Planning Commission&#8217;s approval in December.  I thanked the Commissioners for giving us this opportunity as well as Garry and the entire Land Use Department  who all helped us so much.  We worked hard to be as open and inclusive as possible and the Commissioners all appreciated the process and what we came up with. We told them that some work continues &#8211; we have a Trails and Open Space sub-committee meeting and the Historical Zoning Committee is working on new guidelines. Remember that the Comp Plan is a working document and we can add to our CPI Plan in the future if we decide to develop further goals and/or objectives.  Many  thanks to everyone who contributed and participated!</p>

<p>Next Meeting is planned for March 8, 7:00 p.m. at the Community Center</p>
<p>Seven people attended: Edie Eilender, John Sand, Karen Simmons, Dirk Arnold, Mark Steen, Marie Brookhart, and Gretchen Diefenderfer.  We had a wide-ranging discussion and we invite all interested people to attend the next meeting.</p>
<p>Presently we have historic, social trails, which many would like to see preserved, although there are sometimes private property issues.  In addition, because we have so much potential County Open Space surrounding us (some acquired through Conservation Easements, some to be acquired from BLM through the Recreation and Public Purposes Act, some purchased outright), we have the prospect of future trails, etc, being developed by the County.  A concern for some is that both the old and the potential new trails can leave us open to a lot of people trucking around – possibly in dangerous places (open mine holes, etc.) and possibly on adjacent private property – as well as the inherent liability issues connected to that.</p>
<p>Now that we have our CPI Vision Statement adopted into the County Comprehensive Plan, we want to look at our area citizens’ wishes concerning trails, both historic and future, with the goal of having input into County policy and plans.  Most felt that the County has been and will be interested in our feedback, including having public meetings before any plans are carried out, but all felt that we should be proactive and not wait until events start to unfold.</p>
<p>Dirk suggested we consider an inventory of present trails and old roads, as well as old mine workings.  Other questions arose concerning private property rights, the difference between public and private roads/trails, and adverse possession issues.</p>
<p>We need to look at the old Open Space plans for our area (developed some years ago with Jeff Moline in many public meetings), see where they stand now, and invite someone from Open Space up to address a meeting so that we all know what’s planned for the future.</p>
<p>John Sand volunteered to contact Garry Sanfacon to find out who we should contact.  Here is John’s follow-up email from January 13:</p>
<p>Yesterday morning I spoke with Chad Ricklefs (303-678-6273; <a href="mailto:cricklefs@bouldercounty.org">cricklefs@bouldercounty.org</a>) of the Boulder County Parks and Open Space Department. I had been referred to him by Gary Sanfacon. Chad now has the responsibility for planning for all county open space development, including the area around Gold Hill.</p>
<p>Regarding the R&amp;PPA Management plan for Horsfal Flats, et al., there has been no action on it since the draft was prepared by Jeff Moline in 2003. The color map of the area showing trails, improvements, etc., has not been changed. He is actively engaged with discussions with the BLM, but nothing conclusive yet. He is sending me two copies of the management plan as it was submitted to the BLM for our reference.</p>
<p>As for social trails around Gold Hill, he is sending me a large aerial photo of the area, which we can use for marking what we can identify.</p>
<p>I emphasized to Chad our strong desire to see a minimalist approach to development of the area, and he is in agreement. I used the Bald Mountain Trail Head as an example. He also plans to cooperate fully with all interested people in the development of a final management plan. He is looking at a 3-5 year time frame before beginning development of the area.</p>
<p>Overall, I feel that Chad well understands where we are coming from, and is willing to work with everyone as the process continues.</p>

			<content:encoded><![CDATA[<p>The Boulder County Planning Commission has now approved our Townsite Plan, which includes our Vision Statement and Map of the CPI area, for inclusion into the Boulder County Comprehensive Plan.  Only one member, Sharon Menard, voted against it because she said we should have  outlined our goals and objectives more clearly.  The other members seemed in general agreement that our Vision Statement, although not presented that way, generally consisted of goals and objectives.  It was also pointed out that The County Commissioners set up this townsite planning process to allow each community to design the process that best fit their needs and situation, while working together to develop their plan and to propose regulations for guiding future preservation and development in their respective communities.   We also have the ability to add to our present plan in the future.  Further issues that have been identified to be worked on, at this time, include Historical Zoning as well as Trails and Open Space.</p>

<h2>SUMMARY</h2>
<p>At the November 18, 2009 Planning Commission Study Session, staff provided an introduction to the Gold Hill Townsite Plan and background about the planning process. The November 18 staff report is attached (Exhibit A). In addition, members of the public were invited to provide input.</p>
<p>This docket contains the proposed community of Gold Hill Townsite Plan (Exhibit B) and map (Exhibit C). At this stage, Gold Hill has developed a vision statement that they are proposing to be included into the Boulder County Comprehensive Plan.</p>

<h2>BACKGROUND</h2>
<p>In order to help preserve the unique character of each of Boulder County’s historic communities, the County Commissioners invited several townsites (Allenspark, Eldora, Eldorado Springs, Gold Hill, Raymond, and Riverside) to participate in a community planning process where property owners and residents work together to develop a plan and proposed regulations for guiding future preservation and development in their respective communities.</p>
<p>In the fall of 2008, the Gold Hill community, through its Town Meeting organization, voted to participate in the Townsite Planning Initiative and appointed a chairperson to coordinate the process. The Committee soon thereafter named itself the Gold Hill Community Planning Initiative (CPI). As part of its initial work, the CPI developed a mission statement and project goals, defined the boundaries of the planning area, and convened two-full day education workshops.</p>
<p>After several months of work the CPI created a draft vision statement and survey, which they sent to 220 property owners and to their extensive email list. They received over 40 responses and used the input to craft the proposed Gold Hill Townsite Plan.</p>
<h2>DISCUSSION</h2>
<p>At the November 18, 2009 Planning Commission Study Session, there were several questions related to the purpose and structure of the Gold Hill Town Meeting. To address these questions the bylaws are included in Exhibit D. In addition, below is a description of the Gold Hill Town Meeting taken from the town website http://goldhilltown.com/.</p>
<p>The town of Gold Hill has had some form of local government since it’s founding as a mining camp in 1859. In the 1980s, the Gold Hill Town Meeting (GHTM) was incorporated as a 501c4, a tax-exempt organization under the IRS. Its primary purpose is to hold town meetings and provide a forum for community discussion and a basis for community action.</p>
<p>There were also questions about the physical boundaries of the Town Meeting as delineated on the map. The Gold Hill Town Meeting, Inc. bylaws defines its boundaries as the following:</p>
<p>This area to be described as the territory within these lines: On the north from the junction of Left Hand Creek and Lickskillet eastward to Snowbound, south to Bighorn Mountain, southwest to Monument Hill, west to Oxbow curve on the Mt. Alto Road, north to Left Hand Creek, and east to the starting point, this area to exclude Summerville.</p>
<p>Another concern was that the language did not sufficiently differentiate between the established historic townsite and properties not within the historic townsite. The CPI has proposed adding the following language to the fifth bullet point beginning with “Historic Zoning Committee (which applies to the historic zoning district only).” In addition, the map labels have been revised to Historic Zoning District and Town Meeting/Community Planning Initiative area.</p>
<p>Finally, staff was directed to provide the raw data from the vision statement survey, which can be reviewed in Exhibit E.</p>
<h2>REFERRALS AND PUBLIC COMMENT</h2>
<p>No additional referrals have been received since the November 18, 2009 Planning Commission Study Session. Newly submitted public comment is included in Exhibit F.</p>

<p>The community of Gold Hill (see map below) initiated a Community Planning Initiative (CPI) in 2008.  This process was begun in response to Boulder County’s offer to allow historic communities in unincorporated Boulder County to propose community-specific planning guidelines and changes to the Land Use code to serve their individual needs and goals.</p>

<p>Gold Hill developed the following mission statement for its CPI process:</p>
<p><em>To bring together the collective wisdom, knowledge, and experience of the community to plan for and promote sustainability and stewardship&#8211;of both the natural and built environment&#8211;in order to preserve the historic integrity and rural character of both the townsite and surrounding area for future generations.</em></p>
<p>In 2009, the community decided to develop a vision statement as its first step in providing guidance for Boulder County planning as well as for planning and communication within the community.  The vision statement represents what the community desires to look like in the year 2030.  It was developed through a public process and reflects input from a broad spectrum of the community.</p>
<p><strong>Gold Hill Community Vision Statement</strong></p>
<p>In the year 2030, the community of Gold Hill envisions it has preserved and enhanced its uniqueness within Boulder County, as defined by the following:</p>
<p>•      The undeveloped nature of the public and private lands in and around the community.</p>
<p>•      The unrestricted views of the landscape in and around the community.</p>
<p>•      The access to the landscape through historically established trails.</p>
<p>•      The historic character of the townsite as well as the historic characteristics of the surrounding area, including landmarks, other structures, and historic land uses such as the Gold Hill Cemetery.</p>
<p>•      The long-running institutions of the community, including the Gold Hill School, the Museum, the Gold Hill Town Meeting, Historical Zoning (which applies to the historic platted townsite only), the Fire Department, and the private businesses (such as the General Store, the Red Store, the Colorado Mountain Ranch, and the Gold Hill Inn/Blue Bird Lodge).</p>
<p>•      The community’s sense of place as independent and separate from the city of Boulder, characterized by its dirt roads, lack of traffic and noise pollution, dark skies at night, and all of the above bullet points.</p>
<p>In addition, by the year 2030, the community of Gold Hill envisions that it has more effectively addressed the following challenging issues:</p>
<p>•      Wildfire risk and forest health</p>
<p>•      Fire department water supply/fire-fighting capability</p>
<p>•      Drinking water supply and quality</p>
<p>•      Sewage/septic treatment capability</p>
<p>•      Waste management/recycling</p>
<p>•      Community planning, including, but not limited to: green/sustainable building, historic preservation, and private property rights.</p>
<p><strong>Mutual obligations between the County and the Gold Hill Community</strong></p>
<p><strong> </strong></p>
<p>In order to preserve our long-standing partnership with the County, we expect that that the County shall inform and consult with the Gold Hill Town Meeting, Inc. regarding any proposals that pertain to the Community of Gold Hill.</p>

			<content:encoded><![CDATA[<p>This was a public study session by the Commission, the first hearing of our Proposed Townsite Plan for the community of Gold Hill (the CPI mission statement and vision statement) for inclusion into the Boulder County Comprehensive Plan.  No action was requested at this meeting.  The next meeting, to formally adopt our plan, is scheduled for December 16, 2009.    <span id="more-1662"></span></p>
<p>Garry Sanfacon, the County Planner who has helped facilitate our CPI committee process, presented the staff report (see <a href="http://goldhilltown.com/staff-report-for-planning-commission-hearing-nov-18/">http://goldhilltown.com/staff-report-for-planning-commission-hearing-nov-18/</a> for the full report).   He told them about our Town Meeting, that Gold Hill is the only community participating in the Townsite Planning Initiative (TPI) process that has a formal meeting structure, and outlined our work, beginning with the Oct. 13, 2008 Town Meeting discussion and vote of approval to participate in the TPI, our 2 day-long educational workshops to educate ourselves about current county regulations, through our mission statement formulation and then the meetings and community outreach through email and survey mailing to formulate our vision statement (see our website <a href="http://goldhilltown.com/proposed-cpi-text-for-boulder-county-comprehensive-plan/">http://goldhilltown.com/proposed-cpi-text-for-boulder-county-comprehensive-plan/</a> for the text).</p>
<p>I then reported that we are very grateful for this opportunity.  We think that Garry and the staff did a wonderful job and the report is an excellent summation of the process we have gone through.  I also answered questions about how the Gold Hill Town Meeting works, informing them that it has been meeting since the mining days to address everything from dog problems, to paving, to land use issues.  We have generally had very good relations with the County, and appreciate this opportunity to have our community vision become a formal document to be taken into account whenever the County makes any plans that concern us.</p>
<p>Other input from community members included a letter from Lazlo and Ellen Pook who applauded the Town Meeting, but whose biggest concern was that there might be implied historic building regulations outside the Historic Townsite.   Dirk Arnold was there and was concerned about the fen out west or Mt. Alto being included, or any regulations applying to his property, and the answer was again no, but I also stated that if the County proposed to do something at the fen or along Switzerland Trail, for example, we would want to be aware of it, thus the original inclusion but current withdrawal of these historic/natural areas from our list in the Vision statement.  Karen Simmons spoke about her participation on our committee and our attempts to be as inclusive and responsive to community concerns as possible. She spoke of the Historic Zoning committee, which has long interacted successfully with the County, and that we recognize that on some issues we have two distinct areas of interest: the HZ in town and the outlying greater community.  Then she gave of the example of the vision statements&#8217; water/sewer issues being pertinent within the HZ area but not in the general CPI area.</p>
<p>Johanna Hurley from 7000 Sunshine applauded Gold Hill for our work and supported our draft for inclusion in the Comprehensive Plan.</p>
<p>The Commissioners received the report very well and were complimentary about our whole process.  However, they were uncertain about the map, particularly the distinction between the entire Town Meeting/CPI area and the Townsite/Historical Zone.  In order to alleviate any confusion about implied historic building regulation outside the Historic Townsite, we are conferring by email and planning to revise the Vision Statement, possibly by adding “which applies to the Gold Hill platted townsite only” in parentheses after Historical Zoning in the 5<sup>th</sup> bullet point of what we want to preserve and enhance.  We will also re-label the map for clarity and get this all out to everyone.  They were also interested in comments received from the community, which I have since sent on to them, along with our compiled data from the survey.</p>

<p>Description:     Proposed Townsite Plan for the community of Gold Hill, for inclusion into the Boulder County Comprehensive Plan.</p>
<p>ACTION REQUESTED: Informational item. No action requested.</p>
<h2>SUMMARY</h2>
<p>This docket contains the proposed community of Gold Hill Townsite Plan, which was developed through a year-long community planning process (Exhibit A). At this stage, Gold Hill has developed a vision statement that they are proposing to be included into the Boulder County Comprehensive Plan.</p>
<p>The purpose of this study session is to provide the Planning Commission with an introduction to the Gold Hill Townsite Plan and to allow members of the public to provide input. No action is requested at this time.</p>

<h2>BACKGROUND</h2>
<p>In order to help preserve the unique character of each of Boulder County’s historic communities, the County Commissioners invited several townsites (Allenspark, Eldora, Eldorado Springs, Gold Hill, Raymond, and Riverside) to participate in a community planning process where property owners and residents work together to develop a plan and proposed regulations for guiding future preservation and development in their respective communities.</p>
<p>It should be noted that the County has taken a non-traditional approach to community planning with the townsites. Rather than staff designing and leading the planning process, or hiring an outside consultant to do so, the County has intentionally not adopted a particular planning process model or roadmap in advance in order to allow each community to define and design a planning process that best fits their needs and situation. The basic tenets of our approach with each community includes the following: being inclusive, being transparent, meeting the community where it is at, working bottom-up rather than top-down, and having the community define the geographic planning area, planning process and scope. A key desired outcome of the process is for the community to “own” the planning effort.</p>
<p>Staff’s role in these efforts has been to act as a resource to the community. Staff has helped provide technical assistance and coordinate with other county departments as well as conduct research about similar communities. Specific examples of how staff has been a resource to the community include: meeting logistical support and record keeping, data and mapping information, process design and facilitation when requested, communication and information clearinghouse through the Land Use website and mailings, “guest” speaker presentations, and liaison to the Planning Commission and Board of County Commissioners.</p>
<p>In the fall of 2008, the Gold Hill community, through its Town Meeting organization, voted to participate in the Townsite Planning Initiative and appointed a chairperson to coordinate the process. The Committee soon thereafter named itself the Gold Hill Community Planning Initiative (CPI) and identified the following general goals:</p>
<ol>
<li>Get educated about the current      County regulations (or lack thereof) as they apply to Gold Hill.</li>
<li>Understand how current regulations      either do or do not protect what we care about in Gold Hill.</li>
<li>Understand our opportunities to      affect the Comprehensive Plan and/or Land Use Code regulations.</li>
<li>Decide if we want to propose changes      to the Comprehensive Plan and/or Land Use Code affecting Gold Hill.</li>
</ol>
<p>One of the first tasks for the CPI was to define the geographic scope of the planning area. They decided to utilize the Gold Hill Town Meeting boundaries as defined in their bylaws for the planning area (Exhibit B). The next step was to formulate a project roadmap with several phases including education, visioning, plan development, community review, and county review.</p>
<p>In order to guide the initiative and help communicate the purpose of the initiative to the community the CPI developed the following mission statement: To bring together the collective wisdom, knowledge, and experience of the community to plan for and promote sustainability and stewardship- of both the natural and built environment in order to preserve the historical integrity and rural character of both the townsite and surrounding area for future generations.</p>
<p>To address Goal 1 above, two, day-long educational workshops were held during which county staff made presentations on the following topics: Site Plan Review and Transferable Development Credits program, Historic Zoning, Comprehensive Plan, SepticSmart, BuildSmart, Sustainability Initiative, Parks and Open Space, and demographic and census data. Over 40 community members attended the two workshops.</p>
<p>Before moving forward to focusing on particular issues, the CPI decided they should try to reach a broad community consensus on a vision for the future of Gold Hill.  They articulated several reasons for taking this path: “Reaching consensus on our vision statement gives us the opportunity to have our ideals, goals, and objectives for the future adopted as part of the County Comprehensive Plan. This is a great opportunity to act proactively in guiding county planners, the public, and landowners in making future land use decisions that will be in line with our collective vision.”</p>
<p>After several months of work the CPI created a draft vision statement and survey (Exhibit C), which they sent to 220 property owners and to their extensive email list. They received 41 responses and used the input to craft the proposed Community of Gold Hill Townsite Plan vision statement.</p>
<p>At a recent community event, the CPI invited community members to sign up to join the action planning and implementation part of the planning process (Goals 3 and 4 above). Although not many people elected to do so, a Committee was formed to delve into trails and open space issues. In addition, the Gold Hill Historic Zoning Committee is contemplating recommending revisions to the county’s Historic Zoning regulations, which were originally drafted for Gold Hill in 1968 and remain in place only in that community.</p>
<h2>REFERRALS</h2>
<p>The proposed revision to the Comprehensive Plan included in this report was distributed to our typical referral agencies for review, consideration, and comment. One response has been received from Public Health with no conflicts (Exhibit D).</p>
<h2>NEXT STEPS</h2>
<p>As stated previously, the purpose of this study session is to provide the Planning Commission with an introduction to the Gold Hill Townsite Plan and to allow members of the public to provide input. This is a time for Planning Commission to ask questions, listen to members of the public, and request additional information from staff if needed.</p>
<p>Based on the discussion and feedback at today’s meeting, staff may bring forward the final Gold Hill Townsite Plan at the Commission’s December 2009 meeting, or otherwise respond to the direction provided and/or additional information requested by the Commission today.  No action is requested of the Planning Commission at this time; however, an open discussion and feedback on the proposal are welcome and encouraged.</p>

This process was begun in response to Boulder County’s offer to allow historic communities in unincorporated Boulder County to propose community-specific planning guidelines and changes to the Comprehensive Plan and Land Use code to serve their individual needs and goals.</p>
<p>In 2009, the Gold Hill CPI decided to develop a vision statement (see enclosure) as its first step in providing guidance for Boulder County planning as well as for planning and communication within the community. The vision statement represents what the community desires to look like in the year 2030. It was developed through a public process and reflects input from a broad spectrum of the community. It will serve as a guide for Boulder County decision-makers when reviewing issues that affect the Gold Hill area.</p>

<p>The next step is for the Boulder County Planning Commission to hold a public hearing on Wednesday, November 18, 1:30PM (see attached public notice) to consider revising the Boulder County Comprehensive Plan to include the Gold Hill vision statement. Public testimony will be taken at this hearing, however no action is being requested. An additional public hearing is tentatively scheduled for December 16 for the Planning Commission to vote on the proposal. <em>Please note that the November 18 hearing starts at 1:30PM, however, the Gold Hill item is fourth on the agenda so 3:00PM is the earliest it will likely be heard.</em></p>
